TOL BOARD OF SUPERVISORS FROM: J. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JANUARY 9, 1996 SUBJECT: APPROVE THE FORMATION OF LANDSCAPING ASSESSMENT ZONES 63 AND 64, WEST COUNTY AREA. PROJECT NO.: 4500-6X5244; CDD-CP NO.: 95-62 Specific Request(s)or Recommendation(s)&Background&Justification I. Recommended Action: APPROVE the formation of two (2) landscaping assessment zones (Zones 63 and 64), and FIND that the activity, the formation of the two (2) landscaping zones, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the Acts Guidelines, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financiallmpact: There is no impact on the General Fund. The proposed landscaping assessment district would pay the entire cost of maintaining the landscape improvements. III. Reasons for Recommendations and Background: Through Conditions of Approval, new subdivision developments are required to install frontage and/or median island landscaping improvements (i.e. trees, shrubs, irrigation equipment). The formation of the two (2) new landscape assessment zones provides the mechanism for collection of assessments, which enables the County to maintain these frontage and/or median island landscape improvements.
