MICHAEL WALFORD, CHIEF ENGINEER DATE: January 9, 1996 SUBJECT: Approve Plans and Specifications and Advertise for bids for the Bettencourt Basin Mitigation Planting Project Project No. '-7581-6D8485-95 Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Tuesday, February 6, 1996, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 21191 of the Public Contract Code. II. FINANCIAL IMPACT: The estimated contract cost of the project is $70,000, funded by Drainage Area 101A funds (100%) Ill. REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to mitigate the loss of vegetation as a result of the Bettencourt Basin project as directed by the Army Corps of Engineers and California Department of Fish and Game. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The Board reviewed and approved the project in May, 1988 and certified that the Negative Declaration for the project was completed in compliance with the California Environmental Quality Act, that the Negative Declaration was presented to the Board and the Board reviewed and considered the information contained in it, and found that the project will have certain environmental effects and adopted the findings and mitigation measures which will mitigate those effects. A Notice of Determination was filed with the County Clerk in May 1988. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, the requirement to revegetate as directed by the Army Corps of Engineers and Department of Fish and Game will not be fulfilled.
