SUBJECT: Request US Congress to fund a 1996 Summer Youth Employment and Training
Program.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize Clerk of the Board to forward this Board Order to speaker of the
US House of Representivies and Senate Majority Leader requesting that
continuing resolution authorizing continuation of US Department of Labor
Employment and Training Administration activities from March 15, 1996
through September 30, 1996 include funds for a Job Training.Partnership
Act DTPA Title IIB Summer Youth Employment and Training Program
(SYETP).
II. FINANCIAL IWACT:
None. One hundred percent federal funds.
III. REASONS FOR RECOMMENDATION]BACKGROUND:
The continuing Resolution funding Federal Departments for which FY 96197
Appropriation Bills have not been enacted ends March 15, 1996. This
continuing resolution "zeros out" funds for a summer 1996 SYETP.
This request is that Congress includes Summer 1996 SYETP funds in the
continuing resolution expected to fund for the remainder of the current
Federal fiscal year those Federal agencies lacking an annual
appropriation.
Last Summer the City of Richmond PIC and the Contra Costa County PIC
received a combined total of$2.4 million of SYETP funds. Unless they are
refunded at a similar level, approximately 1800-2000 economically
disadvantage youth will not receive supervised paid summer work
experience with remedial and academic enrichment com �ents. Due to the
