THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 27, 1996, by the following vote:
AYES: Supervisors Rogers, Smith, DeSaulnier, Torlakson and Bishop
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Wireless Communications Workshop and Policy Recommendations
for Wireless Communications.
The Board heard the Wireless Communications Workshop presentation delivered
by a task force of County Departments including: County Administrator's
Office, Data Processing, General Services, Growth Management and Economic
Development, Contra Costa Television, County Counsel and Health Services.
After the Workshop presentation, Scott Tandy, Assistant County Administrator,
gave an overview of the four policy goals outlined in the Policy Consideration
For Wireless Communications report (Attached) .
Supervisor Smith stated that there were no speaker cards submitted by the
public and called for any comments from the Board members. I
Supervisor Bishop praised the presentation and affirmed the need to plan for the
future due to our growing dependence upon technology to perform our daily job
functions.
Supervisor Bishop then moved to accept the Wireless Communications Workshop
report and to approve the policy goals outlined in the Policy Consideration For
Wireless Communications report (Attached) .
Supervisor Torlakson seconded the motion, and the Board took the following
action:
IT IS BY THE BOARD ORDERED that the Wireless Communication Workshop
report is ACCEPTED;
IT IS FURTHER ORDERED that the policy goals outlined in the Policy
Consideration For Wireless Communications report is APPROVED.

SUBJECT: Workshop on Wireless Communications
Last fall the Board of Supervisors directed County staff to
schedule a workshop between the Board and County departments that
have responsibility for various aspects of wireless communication
antenna applications. We are interested in a cooperative and
uniform approach with neighboring public agencies regarding
regulatory issues affecting this emerging technology.
We have set aside February 27 at 2 p.m. as the time for the
workshop session in the Board of Supervisors ' Chambers, Room 107,
651 Pine Street, Martinez, CA.

POLICY CONSIDERATIONS FOR WIRELESS COMMUNICATIONS
There are many issues relevant to developing a policy for the Board to consider in the field
of wireless communications. The issues tend to fall in three general areas:
A. County concerns for fair, open access to public property and facilities,
revenue potential and use of new technology
B. Federal control and/or legislation.
C. Community issues of land use,zoning and safety
The following goals and objectives are presented as a starting point and are in no particular
order of priority.
Goal: Develop a process for realizing the full potential of communications technology
to benefit the citizens and the government of Contra Costa County.
Objective:
♦ Encourage wireless and other telecommunication services to locate within
the county.
♦ Develop a fee or permit schedule for the use of County rights-of-way by
wireless and other telecommunication providers.
♦ Include provisions in the fee or permit process to allow the County to
maximize use of the advanced capabilities of wireless and other
telecommunication services to serve the public and enhance County
government efficiency.
♦ Provide an open, fair process for competing proposals to utilize County
infrastructure.
♦ Safeguard County emergency communications facilities and prevent
interference with public safety frequencies.
♦ Encourage coordination and cooperation among neighboring public agencies
for a uniform approach to telecommunications.
♦ Collaborate with other agencies by sharing information and technical
expertise.
Goal: Develop a local policy which is consistent with federal and state regulations
and allows for local flexibility.
Objective:
♦ Assure a policy consistent with current State and Federal standards and laws.
♦ Monitor the FCC and CPUC proposed regulations, especially as they might
affect local authority.
♦ Advocate for local control of tower and antenna placements and licensing.
♦ Incorporate language into a telecommunications policy to take advantage of
State and Federal standards or laws of potential benefit to the County and
citizens.
♦ Include a provision in any telecommunications licenses or agreements to use
County property that allows the County to adjust agreements to respond to
changing market conditions.
♦ Adopt a policy promptly in order to take advantage of any "grandfathering"
protection against future State or Federal pre-emption of local control.
Goal: Attract new technologies to meet the present and future communications needs
of the citizens of Contra Costa County while minimizing the visual and
environmental impacts on the landscape and residents.
Objectives:
♦ Streamline the permit process for proposals that have little or no potential for
adverse impacts.
♦ Utilize the appropriate review.process to encourage facilities to be designed
to avoid incompatible land.use, major adverse visual impacts, and other
public safety hazards.
Goal: Minimize the number of new, major telecommunication sites throughout the
County.
Objectives:
♦ Encourage sharing and/or consolidation of new and existing communication
sites.
♦ Require new facilities to be sized to accommodate additional uses.
