MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February. 27, 1996 SUBJECT: Approve Plans and Specifications and Advertise for bids for the Johnston Road Bridge Replacement and Highland Road Bridge Replacement Project. Project No. 0662-6R4143-90, CDD-CP # 94-28 (Johnston) and Project No. 0662-6R4084-94, CDD-CP # 95-3 (Highland). Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Tuesday, April 2, 1996, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, at least 21 days prior to bid opening. II. FINANCIAL IMPACT: The estimated contract cost of the project is $1,017,000, funded by HBRR (80%) and local road funds (20%). III. REASONS FOR RECOMMENDATIONIBACKGROUND: The project is needed to provide safer public crossing of Tassajara Creek by replacing the existing narrow and deteriorating bridges. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The Board reviewed and approved the Johnston Road Replacement Project on September 13, 1994 and found, on the basis.of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment and adopted the Negative Declaration in compliance with the California Environmental Quality Act. A Notice of Determination was filed with the County Clerk on September 19, 1994. The Board reviewed and approved the Highland Road Bridge Replacement Project on June 27, 1995, and found, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment and adopted the Negative Declaration in compliance with the California Environmental Quality Act. A Notice of Determination was filed with the County Clerk on July 3, 1995. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, the bridges will not be constructed.
