Bortin 117 Los Altos Avenue Walnut Creek, CA 94598-3117 BACKGROUND: State law provides for a Library Service System which, among other things, is defined as a cooperative library system. Contra Costa County is a member of such a system, which in addition to Contra Costa County includes Alameda County and the cities of Alameda, Berkeley, Richmond, Hayward, Livermore, Oakland and San. Francisco. [Education Code Section 18740]. Each Library Service System is required to have an advisory board consisting of as many members as there are member jurisdictions of the system. The governing body of each member jurisdiction is to appoint one member to the advisory board from among its residents. [Education Code Section 18747]. r- The term of office of any member of a system advisory board shall be two years and each member shall serve no more than two consecutive terms. [Education Code Section 18749]. Bortin BY DEPUTY The term of office of the previous member of the advisory board expired January 31 , 1996 and she had already served two terms and thus could not be reappointed. The County Library Commission has recommended the appointment of Mr. Bortin as this County's representative on the Bay Area Library Information System Lay Advisory Board. Our Committee has recruited for other applicants. We believe that Mr. Bortin is well qualified as a member of this County's Library Commission and would well represent this County on the advisory board. We are, therefore, recommending his appointment. -2- CONTRA COSTA COUNTY LIBRARY INTER-OFFICE MEMO DATE: January 29,1996 TO: Claude Van Marter,Assistant County Administrator FROM: Anne Marie Gold,Contra Costa County Librarian W&� SUBJECT: Appointment to Bay Area Library and Information System Lay Advisory Board At its meeting on January 25, 1996, the Contra Costa County Library Commission unanimously recommended to the Internal Operations Committee that David Bortin, Library Commissioner representing the City of Walnut Creek, be appointed to represent Contra Costa County on the Bay Area Library and Information System Lay Advisory Board (BALIS SAB). According to the BALTS SAB bylaws members may only be appointed for a total of two two-year terms, or a total of 4 years. Fran Fraser was originally appointed by the Board of Supervisors to a two year term in 1991 and reappointed to a second two year term in 1993. As such, she is not eligible for reappointment. Mr. Bortin has been a member of the County Library Commission since March 1991 and has taken a positive interest in improving library services. The Library Commission felt that he would be an strong advocate for the county on the BALIS SAB. Attached is his application.
