Dr. Phyllis L. Peterson )
Upon Her Retirement ) RESOLUTION NO. 96/78
WHEREAS, Dr. Phyllis L. Peterson is retiring from her position as
President of Diablo Valley College after 37 years in education,
years marked by dedication, professionalism and leadership; and
WHEREAS, a graduate of Stanford University, Peterson earned her
doctorate from Brigham Young University, then helped establish
Cuyamaca College in San Diego County where she served as vice-
president of instruction and student services, before becoming
president; and
WHEREAS, in 1984 Dr. Peterson was named President of Diablo Valley
College which was, like most California community colleges,
struggling with first-time student fees and severe enrollment
declines; and
WHEREAS, under her guidance, DVC flourished, growing to a peak
enrollment of more than 23,000 students in the fall of 1992, and,
with Dr. Peterson's educational insight and administrative acumen,
DVC implemented the shared-governance reform process, promoting a
sense of cooperation and consensus-decision making while preparing
the college for major shifts in student diversity and demographics,
and, during her tenure as president, helped develop the DVC
satellite Center for Higher Education in San Ramon; and
WHEREAS, Dr. Phyllis Peterson, a popular and dynamic leader, has
received many professional honors and commendations, including
recognition as outstanding community college president by the
University of Texas Community College Leadership Program, recipient
of the Harry Buttimer Distinguished Administrator Award, and
election to head the Chief Executive Officers of the California
Community Colleges; and has demonstrated her devotion to the
community through membership in Rotary International, Concord Club,
the Contra Costa Council and the Century Club;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA
COUNTY, CALIFORNIA RESOLVED that Dr. Phyllis L. Peterson is
COMMENDED upon her retirement for her exemplary record of service
in the field of education to the citizens of this County.
PASSED by unanimous vote of the Board members present on this 27th
day of February, 1996 .
I hereby certify that the foregoing is a true and correct copy of
a resolution entered in the minutes of said Board of Supervisors on
the date aforesaid.
