SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: SUPPORT the passage of the Seismic Retrofit Bond Act of 1996. II. Financial Impact: None to General Funds. III. Reasons for Recommendations and Background: The Seismic Retrofit Bond Act of 1996, if passed, will provide $2 billion in General Obligation bonds to fund the seismic retrofit of State highway bridges. Of the '$2 billion, $650 million is earmarked for retrofit work on seven toll bridges in the State including five toll bridges in the San Francisco Bay Area. (The Dumbarton Bridge does not require any retrofit work). The State has accelerated its bridge seismic retrofit program since the 1989 Loma Prieta earthquake. This is part of the reason that no new projects were added to the State Transportation Improvement Program since 1991. It now appears that in order to meet the deadline for completion of the retrofit program, new financing resources will be needed. The legislature, in the 1995 Budget Act, placed this $2 billion bond measure on the ballot to generate immediately$2 billion for the program so that it will meet the legislative deadline. Repayment of this bond could erode the State's ability to finance the State Transportation Program in the future. Recent news stories regarding the escalating cost estimates for the Bay Bridge make it even more imperative that this proposition succeed.
