Dear Mr. Smith:
RE: UNOCAL Return-to-Source
I write this on behalf of the Rodeo Redevelopment Advisory Committee. The Redevelopment Advisory
Committee is concerned that the Rodeo community,the host for UNOCAL's San Francisco refinery since 1896,
will see a dilution of return-to-source funds, and hence a diminished impact if projects are spread throughout a
wide area. We strongly support the maintenance of the UNOCAL return-to-source funds in Rodeo.
The Redevelopment Advisory Committee's basis for this position is twofold. First,the return-to-source funds
should be distinguished from funds resulting from project mitigation,and from funds resulting from litigation
due to operational problems. Both of these forms of compensation are incident and/or locational specific. The
return-to-source funds are more generally for offsetting impacts accruing to the host community-Rodeo.
Our second basis for supporting the maintenance of UNOCAL return-to-source funds relates to the need for funds
to undertake major improvements in Rodeo. The Redevelopment Advisory Committee has been intensively
involved in a downtown/waterfront land use and strategic,planning process designed to revitalize the area. This
process -which has resulted in a Downtown/Waterfront Specific Plan-will be in hearings before the County
Planning Commission and the Board of Supervisors later this year. The Redevelopment Agency for the County
will be a key element in implementing the public improvement aspects of the Specific Plan. fere currently
estimate the costs for implementing the downtown improvement program to be in excess of$12.0 million.
Leveraging additional financial resources is critical to the success of this program. The return-to-source funds
represent an ideal source for such financial leverage because they are ongoing revenues that may be committed
to finance improvements up front via bonded indebtedness.
There are a number of other improvement needs in Rodeo as well. It is our belief that these UNOCAL return-to-
source funds should address the needs of the UNOCAL host community-Rodeo-first.
