Specific Request(s) or Recommendation(s) & Background & Justification 1. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1 c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $170,000, funded by County Road Funds (75%), and Cal Trans (25%). REASONS FOR RECOMMENDATION/BACKGROUND: The project includes removal of old signal equipment and replacing it with updated equipment, and;minor intersection modifications. It is needed to increase the safety at the intersection. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of a minor alteration of existing facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. The project needs no further mandatory referral clearance from County staff subject to the following actions: ( ) This project has been determined to be exempt from 65402 review. This project has been determined to be exempt from 65402 review in accordance with the'Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. County File #CP 94-51: The project consists of minor modification of the existing traffic signal at the intersection of Pacheco Boulevard at Arthur Road, including the removal of signal poles and median island poles, replacing them with a single pole equipped with all necessary heads. Curb faces may be realigned as a result'of the proposed project. All work will be performed within the public right-of-way. Subject project is located at the intersection of Pacheco Boulevard and Arthur Road, in the Martinez area of central Contra Costa County.
