SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE removal of a unit at Alhambra Terrace, CAO 11001,Martinez,from the rent roll and APPROVE a one year lease for office and computer center space in that unit for the Martinez Police Activities League (P.A.L.),as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: There would be a loss of$182.69 PUM and$148.61 per month in operating subsidy in removing a unit at Alhambra Terrace from the rent roll.. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Martinez Police Activities League(P.A.L.) has requested space in the Alhambra Terrace development for an office and computer center. This space would be utilized to provide educational and recreational programs for the residents of Alhambra Terrace and surrounding areas. The non-profit Martinez P.A.L.program has been operating in Martinez for five years and its philosophy is to provide a relationship and bonding between Police Officers and youth. The Board of Directors of the Martinez P.A.L.,which derives its members from leaders in the local community,provides direction and authorizes its Executive Director to maintain youth programs for the welfare of our youth. Alhambra Terrace is one of two family developments currently having no on-site services for residents and youth. At its Regular Meeting on Monday,January 29, 1996,the Advisory Housing Commission voted to recommend approval of a one year lease for office and computer center space for the Martinez Police Activities League(P.A.L.). IV. CONSEQUENCES OF NEGATIVE ACTION: I, Should the Board of Commissioners elect to not approve removal of one unit at Alhambra Terrace from the rent roll, and a one year lease for office and computer center space for the Martinez Police Activities League (P.A.L.),the Housing Authority would be forced to abandon this worthwhile endeavor,and Alhambra Terrace will continue to be a family development having no on-site services for residents and youth. This space would be utilized to provide educational and recreational programs for the youth of the housing authorities jurisdiction and surrounding areas. The Martinez P.A.L. program is a Non-Profit Organization with 501 (c)(3) IRS status. We have been operating in Martinez for five years. We are members of the California Police Activities League and the National Association of Police Athletic Leagues, Inc. which was founded in 1930. The philosophy of the Martinez P.A.L. is to provide a relationship and a bonding between Police Officers and the youth. It is a fact that if a youngster respects a Police Officer on the ball field or in a computer center, he or she will come to respect the laws that a Police Officer enforces. Martinez P.A.L. is a recreational and educational oriented youth program that relies on its activities to create and cement the bond between Police Officers and the youths on the street. The Martinez P.A.L. is governed by a Board of Directors in which its members are comprised from leaders from the local community. This Board of Directors provides direction and authorizes it's Executive Director to maintain youth programs that are in the best interest to the welfare of our youth.
