Acknowledge that on January 28, 1994, the County entered into an agreement with General Chemical Corporation to resolve several matters related to the July 1993 release of gases at their Richmond, Ca facility. 2. Declare that any interest earned by the County on unexpended contributions received from General Chemical Corporation for construction and equipping of a greater Richmond area Health Clinic pursuant to the above agreement, accrue to the benefit of the Health Clinic. 3. Declare that any interest earned by the County on unexpended contributions received from General Chemical Corporation for the purchase and outfitting of a Mobile Health Van pursuant to the above agreement, accrue to the benefit of the Mobile Health Van. 4. Direct the Auditor-Controller to calculate the amount of interest earned by the County on the above referenced contributions retroactive to the date of their receipt and to deposit said earnings into the appropriate Trust Fund. Background: . On July 26, 1993, during the process of unloading a railcar at their Richmond, Ca. facility, there was an accidental release of gaseous oleum. In settlement of various matters related to this incident, the Bay Area Air Quality Management District, General Chemical Corporation and Contra Costa County entered into an agreement, whereby General.Chemical Corporation agreed to make specific financial contributions to benefit the health and safety of the greater Richmond area residents. On March 15, 1994, the Auditor received $600,000 from General Chemical Corporation to partially finance the construction and equipping of a Health Clinic in North Richmond and $200,000 for the purchase and outfitting of a Mobile Health Van. These monies were placed in Trust Fund #810900, accounts# GC 9400000-1010 and GC 9400001-1010 respectively. Absent specific direction from the Board,Trust Fund accounts do not automatically receive credit for interest earnings.
