SUBJECT: Urban Cities/Counties Forum on Welfare Reform
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS):
AUTHORIZE the Chair, Board of Supervisors, to represent the Board of Supervisors at the Urban
Cities/Counties Forum on welfare reform on February 29, 1996 and at any subsequent meetings.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Sacramento County is spearheading an effort to bring together the urban counties and cities in order
to: develop a common position on welfare reform proposals;
• develop a strategic plan for lobbying; and
• develop a strategy for increased public awareness of welfare reform issues and
potential impacts on communities.
On January 25, 1996, Sacramento County sponsored a staff level workshop on these issues with
representatives from the cities of Sacramento, Riverside, Santa Ana, Oakland, San Jose, San
Bernardino, Fresno and Los Angeles; the counties of Contra Costa, Riverside, San Mateo, Fresno,
Orange, Los Angeles, Santa Clara, Sacramento, Ventura; and the city/county of San Francisco.
Participants discussed the need to go beyond the usual "local government whining" about budget
cuts and to pro-actively lobby for integration of services at both the state and local levels as well as
strategic involvement of the private sector. A small working group of five jurisdictions is drafting a
resolution to express the points raised at the January meeting for consideration at the February 29
meeting as well as a proposed strategic action plan.
It is too early to tell if this group could influence state welfare reform; however, to the extent that a
united voice could lead to greater local flexibility in the design of cost efficient and effective
programs, attendance at the February meeting seems to be worthwhile.
