RECOMMENDATIONS:
1. APPROVE the attached Work Plan and Priorities and Update from the
Women's Advisory Committee on their recent activities and plans.
2. REQUEST the Women's Advisory Committee to make an annual report to the
Internal Operations Committee, beginning in January, 1997, and for this
purpose REFER this matter to the 1997 Internal Operations Committee.
3. REMOVE this matter as a referral to the 1996 Internal Operations Committee.
BACKGROUND:
In 1994, the Board of Supervisors approved the 1994-95 Work Plan for the Women's
Advisory Committee and asked the Committee to return later that year with their
priorities for the 1995-96 fiscal year. There have been a number of delays in the
Women's Advisory Committee's ability to complete their Work Plan and Priorities.
There were further delays in the ability of the 1995 Internal Operations Committee
to schedule a meeting with the Women's Advisory Committee.

Our Committee met with several members of the Women's Advisory Committee on
February 5, 1996. Kitty Angel, Chair of the Women's Advisory Committee reviewed
the attached reports with our Committee. She also noted that the Committee is still
assembling the outcomes from the public hearings held in 1995. They have
identified women's health issues, affirmative action, empowering women and
increasing their contact with the Board of Supervisors as goals for 1996.
Supervisor Bishop suggested that the Committee consider repeating the forums
which were held in March, 1995. She also offered to assist with fund-raising and
with publicizing future forums designed to identify women's issues in the County.
Our Committee believes that it is important for the Women's Advisory Committee to
stay in close contact with the Board of Supervisors. As a result, we have asked that
the Committee make an annual report to the Internal Operations Committee. Of
course, more frequent reports would be appropriate as events warrant additional
reports. We appreciate the hard work, dedication and commitment to women's
issues displayed by the members of the Women's Advisory Committee with whom
we met.

change for the WAC. A change in staff, a change in leadership, a change in the
make-up of the group (with more than half of all members relative newcomers).
We believe the effect of these changes has been positive and has provided us

Staff Committee's future, and begin work towards the development of a strategic plan

On behalf of the Women's Advisory Committee, I'd like to thank the members
of the Internal Operations Committee, and the entire Board of Supervisors, for
its continued support of our efforts. I and other members of the Women's
Advisory Committee will be available at the Internal Operations Committee's
meeting on February 5, 1996, to answer any questions you may have.

On June 13, 1994, the Women's Advisory Committee (WAC) presented to the
Sharon Barone Internal Operations Committee its 1994-95 Work Plan. Although the proposed
Noray Hardy plan was approved by the I.O.C. in concept, the WAC's general fund allocation

Maria Lemus Since that time, a number of significant changes and activities have occurred. In

that its efforts continue to be consistent with the Board's intent.
Department Transfer
Karen Su der The Women's Advisory Committee was transferred from the auspices of the
Staff Private Industry Council to the Health Services Department at the end of 1994.

510.370-5098 Fax The primary reason for the transfer was a budgetary one. Since the PIC was
obligated to charge the WAC for the staff time and expenses incurred, a
suggestion was made to transfer the WAC to a larger Department where expenses
for staff support and overhead could be absorbed and allow the relatively limited
WAC funding to go more towards programming activities rather than mere
administration. While the WAC experienced a state of flux just before and
immediately after the transfer took place, we are satisfied with the new
arrangements and appreciate the support and assistance the Health Services
Department and its staff have provided to the WAC.
New Member Recruitment
At the beginning of this year, the WAC had seven (7) vacancies out of twenty-
five (25) seats on the Committee. Staff embarked on a wide-spread recruitment

effort to inform organizations and individuals in the community about the WAC and its
purpose, and to attract interested applicants. The outreach attracted more than fifty (50)
inquiries from potential candidates and more than twenty (20) individuals applied for the
open seats. The Membership Review Committee held three (3) rounds of applicant
interviews and made a special effort to select candidates who reflected the County's rich
ethnic, cultural and social diversity. The WAC was delighted to have so many interested
and qualified individuals from which to choose and recently made its final recommendations
to the I.O.C. for filling the remaining vacant seats on the Committee.
New Officer Elections
In February, the WAC elected Diane Door and Kitty Angel as the new Chair and Vice
Chair, respectively, of the Committee.
Fundraising Activities
The WAC held a fund raising reception in January which raised $280. Plans for another
fundraising event in the fall are underway. In addition, through volunteer assistance, the
WAC is currently exploring the feasibility/appropriateness of obtaining 501(c)(3) tax exempt
status.
Work Plan
The following activities which were proposed in the WAC's Work Plan and approved by the
I.O.C. last year have been completed:
• Brochure Development -- A brochure describing the purpose and accomplishments
of the Women's Advisory Committee was developed and printed (attached). Design
services and printing costs were donated by one of the current members.
• Public Hearings -- A series of five (5) public hearings throughout the county were
held during the month of March 1995, to coincide with National Women's History
Month. In an effort to minimize expense, the WAC joined in a collaboration with
the Women's Programs at the Community Colleges and with the Child Care Task
Force to sponsor the hearings.
The hearings were held at Contra Costa College (San Pablo), the Center for Higher
Education (San Ramon), Diablo Valley College (Pleasant Hill), Los Medanos
College (Pittsburg), and the Delta Community Center (Brentwood). Participants at
the hearings totaled more than 100 persons. Testimony (some written)was received
from individuals, as well as representatives from community-based organizations.
The entire record from the hearings was recorded and has now been transcribed. An
ad-hoc committee of the WAC is currently reviewing the transcripts in order to
identify the major themes and issues which were expressed at the hearings.

Next Steps:
• Focus Groups -- The decision of whether or not to proceed with the focus groups,
as originally envisioned in the Work Plan,will depend, to some degree, on the review
of the public hearing testimony. It has been brought to the attention of the WAC
that some other efforts underway in the County -- including the Policy Academy and
the Family Maintenance Organization -- have incorporated the use of focus groups
in their planning efforts to find out more about the most pressing concerns of women
and families in Contra Costa County. In the interest of avoiding unnecessary
duplication, the WAC wants to carefully review the work that has already been done
to determine whether the time and expense of further focus groups would be
beneficial.
• Summit Meeting & Resource Fair -- The Women's Advisory Committee is still
interested in organizing a Summit Meeting and a Resource Fair,both of which would
provide women in the community and women's organizations throughout the Bay
Area with an opportunity to network and learn more about activities and initiatives
aimed at improving the social, economic, and employment status of women in Contra
Costa County. Serious planning has not yet begun for either event, however,pending
further direction (fiscal and programmatic) from the Board.
• Follow-up Report-- A report on the public hearings, including a decision on whether
or not the WAC intends to pursue focus groups, is anticipated to be completed by
late summer/early fall.
In addition to the recruitment, fundraising, and Work Plan activities of the Women's
Advisory Committee, we have been following closely the various federal, state, and local
efforts to enact, revoke or modify current legislation and policy effecting women. Because
issues such as affirmative action, child care, nutritional programs, and welfare reform will
directly impact the lives of thousands of women in the county, the WAC believes that it is
within its mandate to keep apprised of the constantly changing dynamics in these and other
complex debates, formulate positions, and, where appropriate, make recommendations for
possible action by the Board of Supervisors.
