I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c
Categorical Exemption, and DIRECT the Public Works Director to prepare
contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00
handling fee to the County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $70,000, funded by FHWA (88.5%), and County
Road Funds (11.5%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The.project includes regrading the existing 3:1 slope to a 4:1 slope, removing
and replacing the concrete-lined interceptor ditches and minor shoulder repair to
facilitate hillside drainage.
It is needed to repair the existing slope and interceptor ditches which failed
during the March 1995 storms. The work will facilitate drainage and help
preserve the road from future storm damage.
The project has been determined to be in compliance with the General Plan and
is exempt from CEQA because it consists of a minor alteration of existing
facilities involving no expansion of use per Section 15301 of the CEQA
Guidelines.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction
and may jeopardize funding.

The project will not have a significant effect on the environment. The
recommendation is based on the following:
The project consists of the minor repair of an existing topographic feature'and public
structure and involves no expansion of use beyond previously existing . No scenic
resources will be removed as a result of the activity.
What changes to the project would mitigate the identified impacts (list mitigation

GENERAL CONSIDERATIONS:
1. Location: The project is located on the west side of Castro Ranch Road,
approximately 150 ft. east of the Richmond city limits, in west Contra Costa County
(see Figures 1-2).
2. Project Description: The, purpose of the proposed project is to repair a slide,
along approximately 350 ft. of the shoulder of Castro Ranch Road. The slumped
hillside will be graded to a 4:1 slope. The concrete-lined drainage ditches in the
project area have failed and will be removed and replaced as part of the project
(see Figure 3). Exposed slopes will be hydroseeded upon completion of the
project.
