SUBJECT: CONTRACT EXTENSION FOR ALTERNATIVE MANAGEMENT PRACTICES AND
VEGETATION ALONG ROADS, SAN PABLO AND BRIONES RESERVOIR REGION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ENDORSE Phase Il implementation of a pilot program designed to reduce erosion and herbicide use by
employing alternative vegetation management practices along roadsides and their adjacent slopes;
APPROVE AND AUTHORIZE the Chief Engineer to execute a contract amendment for the Clean Water
Program with Baefsky&Associates to increase the payment limit by $58,176 for a new total of$122,333
for the design, establishment, and maintenance of vegetation test plots to total one mile along San Pablo
Dam and Bear Creek Roads.
II. Financial Impact:
No impact to General Fund. Contract is funded with storm water utility fees collected by the Contra Costa
Clean Water Program.
III. Reasons for Recommendations and Background:
Last year the Board approved a contract with Baefsky&Associates to begin Phase i of a proposed three
year pilot program. The pilot program is testing four experimental vegetation plots, located along Bear
Creek and San Pablo Dam Roads, designed to reduce herbicide use as well as sedimentation runoff.
The following was accomplished during Phase I: analysis of the soils; identification of appropriate plants;
procurement and planting of grasses, shrubs and some trees. In Phase II, the consultant will monitor and
maintain the growth of the newly established plants. Maintenance will involve alternative methods, rather
than traditional herbicide use.

The San Francisco Regional Water Quality Control Board is requiring the Contra Costa Clean
Water Program to work with East Bay Municipal Utility District (EBMUD) to prevent pollutants from
entering EBMUD's San Pablo and Upper San Leandro reservoirs. There is no commercial,
residential, or industrial development in the unincorporated areas around the reservoirs, but there
are County maintained roads. EBMUD is concerned that herbicides sprayed along the road will
migrate to the drinking water in the reservoirs. Spraying of herbicides and pesticides along the
roadside is done for fire prevention and rodent control which can lead to road deterioration.
The Contra Costa Clean Water Program has agreed to fund the work performed by the
consultant. In addition to establishing the test plots, the consultant has agreed to write up his
findings in a "how-to" manual for use'by Clean Water Program representatives (17 cities, the
Flood Control District and unincorporated County) to help them reduce herbicide and
sedimentation runoff on their roads. Funding from the Clean Water Program to continue the study
for year three (1997), as originally envisioned by the consultant and EBMUD, may or may not be
approved.
IV. Consequences of Negative Action:
The San Francisco Regional Water Quality Control Board may find the Contra Costa Clean Water
Program is not conducting special studies as required in its Municipal NPDES Stormwater Permit.
The Regional Board has the authority to fine municipalities in the Contra Costa Clean Water
Program up to $10,000 per day and $10 per gallon of discharge for non-compliance with the
permit.

use on roadside weed populations within protected watersheds, above San Pablo &
Briones Dams. Confine& complete program initiated in year one study.
S OA ,FOR YEAR 42 STUDY: Maintain desirable plant species in plots located
alongside San Pablo Dam Road&Bear Creek Road, Contra Costa County. Test
methods of weed control which will reduce environmeAw risk, encourage proliferation of
desirable species, and maintain planted specimens. Monitor biological components of this
revegetation effort&test its effectiveness.
PRODS:
1. MAINTENANCE costs& benefits will be quantified for the following
anticipated activities:
A. IRRIGATION
B. WEED CONTROL
X. Least Toxic Chemical Herbicides like soap herbicide(Scythe@)
2. Flaming; use of propane torch on green foliage
3. Hot Water, use of super-heated water to kill vegetation
4. Weed Wicking,use of height selective technique and chemical .
herbicide.
5. Shielded Tip; use of cone which directs chemical herbicide and
reduces drift.
6. Mulching;use of organic and non-organic substances to suppress
non-desirable vegetation.
;CI_ MONITORING will be carried out on a regular basis, and will 'involve
identifying and measuring vegetation, soil temperature, and the impacts of temperature,
rain, and weed control treatments on the vegetation and environment.
III. STATISTICAL ANALYSTS will be carried out on the plots, which have been
set up in blocs of similar characteristics. This will allow for more certainty in identifying
trends in plant responses to various factors, and help isolate factors which might be
influencing the projects success or failure.
IV. VISUAL ANALYSIS will be documented by slides, taken on a regular basis
along with each monitoring session.
PRODUCT will be a MANUAL which will be geared to Public Works personnel, and

u. MONITORING on a regular basis. Ongoing data collection will yield data
relevant to the success and failures of various methods and techniques tested in study
plots.
A. SOIL MOISTURE monitored using IRROMETER@ or other permanent (or
temporary) soil moisture meter.
B. WEED POPULATIONS monitored using a quadrat, placed on set points, on a
regular basis. Species composition is estimated within the quadrat, and the changes over
the season will indicate the success or failure of techniques bcing tested.
C. SOIL TEMPERATURE measured to identify when and how plant
development progresses, relative to this important parameter.
D. RAINFALL will be measured by on-site device, or estimated using local US
weather station.
E. WIND will be measured or estimated_
III. DATA►. ANALYSIS
A. STATISTICAL ANALYSIS as a tool for interpreting data collected during
monitoring will be carried out at the conclusion of the second years'project. Data will be
evaluated according to several parameters such as, plant and animal species, population,
and distribution. The level and impacts, both positive and negative of vehicular traffic and
proximity may also be evaluated. r
B. VISUAL ANALYSIS will be incorporated into the FINAL PROJECT, and a
combination of photographs, sketches, and maps will round out this tool and method.
