RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $34,900, funded by Community Development Block Grant (54%), and County Road Funds (46%). REASONS FOR RECOMMENDATION/BACKGROUND: The project includes the construction of storm drain lines, inlets and concrete curb, gutter and sidewalk. It is needed to provide a safe sidewalk for the citizens of Knightsen as they go from their homes to the business district and for children to use on their way to and from school. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of a minor alteration of existing facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. The recommendation is based on the following: The project consists of the minor alteration of existing conditions within the roadway right- of-way and involves no expansion of use beyond previously existing. No scenic resources will be removed as a result of the activity. Location: The project is located along the south side of A Street in the Knightsen area of east Contra Costa County (see Figures 1-2). 2. Project Description: The proposed project involves the construction of approximately 264 linear ft. of concrete curb, gutter and sidewalk, including two handicapped ramps (see Figure 3). Drainage improvements, including the installation of two inlets and approximately 230 ft. of pipe are included as part of the project. Minor pavement widening will be done as needed to conform to the new curb and gutter. Conforms between the new curb, gutter and sidewalk with the existing curb, gutter and sidewalk at the eastern end of the project, as well as other associated activities (i.e., relocation of road signs and joint poles) are also included. 3.
