Q9Y y Agency to assist in the development of 184 units of transit-based multifamily rental housing affordable to lower income households . The Agency has now informed the Community Development Department that this project will not proceed at this time due to changes in the proposed development team, neighborhood concerns, higher than anticipated costs, and an inability on the part of the developer to obtain the additional required financing. As a result, on October 7, 1996, the Redevelopment Agency Board voted to return the $100,000 in CDBG funds reserved for this project to the County. It is therefore recommended that the $100, 000 in FY 1995/96 CDBG funds previously approved by the Board for this project be rescinded and reallocated to the FY 1996/97 CDBG Housing Development Assistance Fund for use in funding additional affordable housing projects in the future. The Department wishes to emphasize that rescission of the FY 1995/96 allocation in no way precludes or jeopardizes the E1 Cerrito Redevelopment Agency' s ability to apply and compete effectively for CDBG funds to develop affordable housing in the future.
