County DATE: November 10 , 1996 - --------- SUBJECT: -------SUBJECT: AUTHORIZE the Social Service Director, or designee, to accept additional State and Federal funding for the Greater Avenues for Independence (GAIN) Program. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: AUTHORIZE the Social Service Director, or designee, to: 1 . Accept additional funding as identified by the California Department of Social Services for the Greater Avenues for Independence (GAIN) Program; 2. Adjust the County,GAIN Plan as necessary. FISCAL: Contra Costa County's original GAIN allocation for FY 1996 - 1997 was $5,380,013, of which $2,657,509 was Federal funding and $2,225,799 was State funding. The County maintenance of effort share was, and remains, $496,705, which is fully budgeted. Per California Department of Social Services County Fiscal Letter No. 96/97-27, Contra Costa County will receive an additional $517,754 to be used for the GAIN Program. In addition to these funds, the California Department of Social Services expects to distribute $60 million later this year, of which Contra Costa should receive in excess of $1 million for the GAIN Program. BACKGROUND: GAIN is the employment/training program serving employable adults who are recipients of AFDC. Under Welfare Reform, the State and the Counties must meet Work Participation Standards set-out by Federal Legislation. Based on these Standards, by 9/30/97, 25% of the Family Group caseload must be employed and 75% of the Unemployed Parent caseload must be employed. The money now offered to counties is intended for expansion of the GAIN Programs to serve additional needy families by getting needy parents employed. In FY 1994 - 1995, the Department set as a job entry goal 768 participants getting jobs. Staff and GAIN participants more than met that goal with 911 job entries in that year. In FY 1995 - 1996, we again improved performan with 1067 job entries. In FY 1996-1997, we anticipate greatly improving Gn t ese(�n mbers.
