CT DATE: ° N December 3, 1996 SUBJECT: AUTHORIZATION TO EXECUTE ONE-TIME FUNDING CONTRACT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute one-time funding Contract GIMS-6059 (County #39-820-2) with the California Department of Education in the amount $9,048 in maximum reimbursable funding for the period July 1, 1996 through June 30, 1997 to purchase instructional materials and instructional supplies. II. FINANCIAL IMPACT: No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACK ROUND: On April 25, 1995 the Board approved Contract #IM-0169 with the California Department of Education (State) for one-time only funding of instructional materials and instructional supplies with a maximum reimbursable amount of $2,608 to supplement general child care contracts. On May 7, 1996 the Board approved another contract for same in the amount of$11,997. On November 14, 1996 the Department received another one-time-only funding contract from the State for the purchase of instructional materials and instructional supplies for fiscal year 1996-97. PROJECT/PROGRAM TITLE. One-Time-Only Instructional Materials Funding. 2. FUNDING AGENCY. California Department of Education (State). 3. SUBMITTAL STATUS. Contract execution pending Board approval. 4. PROPOSED TERM. July 1, 1996 through June 30, 1997. 5. CURRENT FUNDING. Funding also from the State in the amount of $2,608 for the period from July 1, 1994 through June 30, 1995 as well as $11,997 for the period from March 1, 1996 through June 30, 1997. 6. FUTURE FUNDING. This proposed funding is one-time only and should not be expected each year. However, if the Department is chosen in the future as an agency eligible to contract for additional one-time-only instructional materials and instructional supplies funding, it will act accordingly and seek Board approval. 7. BUDGET SUMMARY. Instructional materials and Instructional Supplies $9,048 (Exact itemized costs will not be available until a final inventory of needed instructional supplies and materials is taken. Please see attached "Examples of Acceptable Instructional Materials & Supplies" from the State for additional information regarding allowable items for purchase.) 8. STAFFING REQUIREMENTS. The Child Development Program Manager will be responsible for the administration of these additional dollars and supported by currently employed County personnel including the Child Development Assistant Program Manager and the Child Development Program Accountant. This funding does not require the hiring of additional staff. 9. PROGRAM NEED. Funding is needed to supplement supplies and materials in the classroom. 1 C- 50 3) 10. RELATIONSHIP TO OTHER PROGRAMS. This funding supports the Department's current center-based child care programs and will enhance current program participants' experience at current sites. The Department does not anticipate duplication of effort since the Child Development Program Manager will be the only one administering the funds and inventories of needed instructional supplies and materials will be taken to maximize funding dollars. 11. PROJECT GOALS. Goal: To enhance current center-based participants' child care experience and support staff by giving them additional instructional supplies and materials with which they may operate a quality child care program. 12. STATED OBJECTIVES. Purchase additional instructional supplies and materials as allowed by the State. 13. EVALUATION METHOD(S). The Child Development Program Manager and staff will submit a final expenditure report to the State who will determine the allowability of charged costs. 14. CHANGES COMPARED TO PRIOR YEAR (if any). None. 15. POTENTIAL CONTROVERSIAL ISSUES. None. 2
