RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant application (County #39-835-1) to the California Department of Community Services and Development for 1996 Community Services Block Grant supplemental funds which will implement California Mentor Initiative programming for the period from April 1, 1997 through March 31, 1998 in an amount not to exceed $100,000 in maximum reimbursable funding. II. FINANCIAL IMPACT: No County funding is required. If this grant application is approved by the State, funding from April through June will be reflected in the Department's FY 1996-97 budget via appropriation adjustment. The rest of the contract year will be included in the Department's FY 1997-98 proposed budget. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On March 26, 1996 the Board approved a grant application for California Mentor Initiative (CMI) funding. The County was not funded. However, since that time, the California Department of Community Services and Development (State) released another Notice of Funding Availability (NOFA) for a second-round of CMI funding. The Governor created the CMI with the specific mission to provide support and guidance to low-income youth in at-risk conditions through adult mentors. In its NOFA, the State strongly recommended collaboration among agencies on a single proposal from any county. Thus, the Department is collaborating with the Court Appointed Special Representatives Program (CASR), New Connections, Neighborhood House of North Richmond, and Bay Area Community Resources to submit a grant proposal which will implement a CMI program throughout Contra Costa County. Collaborating with these organizations increases the County's chances to receive CMI funding. If this grant application is funded, the Department, as the lead agency, will receive the funding and be responsible for oversight of overall CMI program implementation.
