IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the matter of honoring )
the West County Wastewater )
District on the occasion of its)
75th Anniversary ) Resolution 96/530
WHEREAS, a petition signed by 35 persons was submitted to the Board of Supervisors of Contra
Costa County on October 17, 1921,requesting that an election be held for the purpose of forming a
sanitary district under the California statutes of 1919; and
WHEREAS, an election was held on December 13, 1921 and 47 votes were cast in favor of the
formation of San Pablo Sanitary District, which became the West Contra Costa Sanitary District in the
early 1990's and changed again to West County Wastewater District in 1992; and
WHEREAS, the West County Wastewater District has existed for 75 years for the sole purpose of
protecting and serving the public health of the community through the construction and maintenance of
a sewer system; and
WHEREAS, today the West County Wastewater District is governed by an elected Board of
Directors, maintains 228 miles of sewer lines in the City of San Pablo, and in portions of cities of
Richmond and Pinole and the unincorporated areas of West Contra Costa County; and
WHEREAS, the West County Wastewater District operates a wastewater treatment plant that
treats up to 21 million gallons per day of wastewater and actively participates in water reuse by
providing secondary effluent to the Richmond County Club and to the East Bay Municipal Utility District
and Chevron U.S.A. North Richmond Water Reclamation Plant; and
WHEREAS, the West County Wastewater District's Collection System Operations and the
Treatment Plant have been cited for excellence by the San Francisco Bay Section of the California Water
Environment Association, the Oceanic Society San Francisco Bay Chapter, and by the California
Sanitation Risk Management Authority; and
WHEREAS, the West County Wastewater District Board of Directors constantly strives to educate
the public about ways to prevent water pollution, and has created an education program for local
students,
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County
honors the WEST COUNTY WASTEWATER DISTRICT on the occasion of its 75th anniversary and
wishes it continued success.
PASSED AND ADOPTED on December 3, 1996,by unanimous vote of the Board members
present.
