APPLICATION FOR REPLACEMENT OF PLAYGROUND STRUCTURE AT LEFTY

I. Recommended Action:
APPROVE submittal of a grant application to the Community Development Block Grant (CDBG) Program
for replacement of the playground structure at Lefty Gomez Ballfield Complex in the Rodeo area;
DETERMINE that the project is a California Environmental Quality Act Class 1 Categorical Exemption;
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk; and
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk
for the filing of the Notice of Exemption.
II. Financial Impact:
There will not be any impact on the General Fund. The matching funds for this grant application will be
derived from the Landscaping/Lighting Assessment District,.'Zone 38.
III. Reasons for Recommendations and Background:
In 1995 Contra Costa County executed a 50-year Lease Agreement with John Swett School District for the
management and maintenance of the Lefty Gomez Ballfield Complex. The existing playground structure
was installed piecemeal over a period of years spanning from the 1950's through the 1980's. The existing
structure poses numerous hazards and is not accessible for disabled users.

To address the hazards and deficiencies existent in this playground area, this CDBG application proposes
removal of the existing structure and replacement with an entirely new play structure that conforms with
the current Americans with Disabilities Act(ADA) federal regulations, the American Society for Testing
and Materials (ASTM) "Standard Consumer Safety Performance Specification for Playground Equipment
for Public Use" federal guidelines, and the Consumer Products Safety Commission's (CPSC) "Public
Playground Handbook for Safety" federal guidelines.
IV. Consequences of Negative Action:
Without Board approval the CDBG grant request cannot be submitted.

GENERAL CONSIDERATIONS:
1. Location: The Lefty Gomez Ballfield Complex (approximately-10'acres) abuts the,'.:-,
Garretson School property in an unincorporated residential neighborhoodof Rodeo
in West County (Figures 1-3).
2. Project Description: The Lefty Gomez Ballfield Complex facility provides the {
community of Rodeo with recreational opportunities. To continue operating the
existing facility repairs, maintenance, or minor alterations are necessary. This
includes restoration or' rehabilitation of deteriorating or damaged structures, -
facilities, or mechanical equipment to meet current standards of health and safety.
Minor additions or expansion of existing equipment and associated amenities
represent a negligible expansion of use beyond that previously existing. Continuing .
maintenance of existing landscaping is also necessary.
