This is in response to your letter of October 15, 1996, informing the District that the Board of Supervisors has approved a jointly-sponsored consultant study of EBMUD rates. Your letter suggested that the study scope be determined by the County and EBMUD, with input from other interested parties, such as cities in EBMUD's service area. In addition, you suggest that the scope of the study will be used to determine its cost based on the charges proposed by consultants responding to a requests for proposals jointly written by EBMUD and Contra Costa County. The EBMUD Board is hopeful that conducting this review of the District's rate structure will help resolve the County's questions about the rate structure. As a first step in this process:: we have autlioriied'our staff to work with C.ounty staff to f6rin a joint EBN4 UD/,(i'.ontra Cost_ County,committee to develop a scope of work arld thy; estijnatPd costs_of such a study. Once completed; we,think it would be prudent to have the scope of work and estimated costs presented to each of our Boards for their approval prior to proceeding with the selection of a consultant to perform the study. As stated previously, we believe the scope of the study should focus on the allocation of costs to residential customers east of the hills and west of the hills. Our expectation is that the cost of such a study should approximate $17,000. Please let me know at your earliest convenience if this approach meets with your approval.
