SUBJECT: STATUS REPORT ON THE COMPOSITION OF AND APPOINTMENTS TO
THE ECONOMIC OPPORTUNITY COUNCIL
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. PROVIDE direction to the 1997 Internal Operations Committee that it may be
necessary to review the need to restructure the Economic Opportunity Council
following receipt of a letter from the Economic Opportunity Council proposing
such restructuring, and DIRECT the Internal Operations Committee to
carefully review the current composition of the Economic Opportunity Council,
insuring that the future composition is consistent with Federal and State laws,
regulations, and guidelines.
2. DIRECT the Clerk of the Board, upon receipt of a letter from the Economic
Opportunity Council, to refer the letter to the 1997 Internal Operations
Committee without the need to seek further formal referral of the letter from
the Board of Supervisors, and in the meantime to CORRECT the Maddy Book
sheets to reflect that the Economic Opportunity Council is composed of fifteen
members (five members of the Board of Supervisors or their alternates, five
low-income representatives and five private sector representatives), rather
than 30 members.
3. PROVIDE direction to the 1997 Internal Operations Committee that the
Economic Opportunity Council needs to be restructured so that the low-
income representatives are more broadly representative of the entire low-
income community than is apparently true at present.

4. DIRECT the 1997 Internal Operations Committee to propose whatever
changes in the composition and manner of selection of the Economic
Opportunity Council are necessary to insure that vacancies on the Council are
filled promptly, that the Council meets regularly and carries out its role, and
for this purpose REFER the composition of and the manner of making
appointments to the Economic Opportunity Council to the 1997 Internal
Operations Committee.
5. REMOVE this subject as a referral to the 1996 Internal Operations
Committee.
BACKGROUND:
On December 3, 1996, the Board of Supervisors referred to our Committee the issue
of the composition of and appointments to the Economic Opportunity Council.
The Internal Operations Committee has not previously been involved in the
composition of or appointments to the Economic Opportunity Council because there
are no at-large seats on the Council that are appointed by the Board of Supervisors.
The members of the Board of Supervisors are members of the Council but may
appoint alternates, which is routinely done. The Board of Supervisors does not
make any of the other appointments to the Council, but delegates the appointments
to other organizations or processes.
On December 16, 1996, our Committee met with Scott Tandy, Community Services
Director, and Cheryll Grover, District II's alternate to the Economic Opportunity
Council. Mr. Tandy advised our Committee that the Council voted on December 12,
1996 to send a letter to the Board of Supervisors regarding their recommended
changes to the composition of the Economic Opportunity Council. Our Committee
agrees that the composition of the Economic Opportunity Council needs to be
reviewed. We would like to review the suggestions of the Council before deciding
what changes may be needed. However, we are concerned that the low-income
representation be broadened as much as possible so it is not restricted to one single
group which may not be totally reflective of the entire low-income population of the
County.

ECONOMIC OPPORTUNITY COUNCIL
MEMBERSHIP: Fifteen. All members must reside in the County and are
selected to represent a specific geographic area in which they must reside.
Public Sector - Ten members are elected public officials,
including members of the Board of Supervisor or their representatives (any staff
alternates must be employed in policy making capacities)
Private Sector - Ten members are officials or members of
business, industry, labor , religious, welfare, education, significant minority
groups or other major private groups and interests in the community.
Low Income Sector - Ten members are persons chosen in
accordance with democratic procedures, assuring that they are representatives
of the poor from among the ten poverty target areas in the County represented
on the EOC by ten advisory councils known as Area Councils - each target area
elects their own representative and alternate.
ESTABLISHED: January 16, 1965, Board Resolution 3671, pursuant to the
Economic Opportunity Act of 1964.
APPOINTED BY: The ten public officials are chose by public legislative bodies,
selected by the Board of Supervisors to designate representatives to the EOC.
The community organizations are specified by the Board but
the members are selected by the organizations. The target areas elect their
representatives.
TERM: Two years ending June 30 - EOC By-laws adopted 5/92.
FUNCTIONS: To serve as the administrative board for the Community
Action Agency of Contra Costa County,.under the provisions
of the Community Services Act of 1974.
REPORTS TO: Board of Supervisors and the Regional Officer of the
Community Administration.

MEETING TIME: Second Thursday of each month at 7:00 p.m. in the Conf.
Room at 2524 Bisso Lane, Concord.
COMPENSATION: EOC members who meet CSA poverty guidelines (revised
8/21/79), are entitled to a $10.70 stipend per meeting (max
of two meetings per month); 17 cents per mile
reimbursement ; $1.00 - $1 .50 per hour for babysitting;
reimbursement for costs of meals for the poor only, and loss
of wages.

APPOINTMENTS TO THE ECONOMIC OPPORTUNITY COUNCIL,
IS NOT IN THE BOARD PACKET. THE COMMITTEE IS
CONSIDERING THIS ITEM ON MONDAY, DECEMBER 16, 1996
AND HOPES TO BE ABLE TO REPORT IT BACK TO THE BOARD
OF SUPERVISORS ON TUESDAY, DECEMBER 17, 1996 IN
ORDER TO CLEAR OUT ALL OF ITS REFERRALS THIS YEAR.
UNDER THE TERMS OF THE BROWN ACT AND THE BETTER
GOVERNMENT ORDINANCE, IT WILL REQUIRE A 4/5 VOTE OF
THE BOARD TO TAKE UP THIS REPORT SINCE IT WAS NOT
AVAILABLE TO THE BOARD AND THE PUBLIC 96 HOURS IN
ADVANCE OF ITS BEING CONSIDERED.
