FINANCIAL IMPACT: Approximately $500 is budgeted in Org. 1225 for this once-a-year expenditure. California Retired Teachers' Associations contribute $200 a year to the project. REASONS FOR RECOMMENDATION: The current State Capitol Exhibit was completed in January 1990. The California Retired Teachers' Associations, Contra Costa College District and Contra Costa Council worked with the County to design and contract with a consultant to construct the Exhibit. Contra Costa College District and Contra Costa Council provided the funding to construct the Exhibit. On May 8, 1990, the Board of Supervisors approved the "Guidelines for Maintaining and Updating the State Capitol Exhibit" (Attached). In accordance with those guidelines, the Exhibit is updated by the State Capitol Exhibit Committee comprised of representatives from the California Retired Teachers' Associations in Contra Costa County and staff from the County Administrator's Office on a yearly basis. Contra Costa is one of the five counties in the state for sweet corn production. This five million-dollar crop adds three times that amount to the local economy. Commerce - Bishop Ranch Bishop Ranch in San Ramon is one of California's most dynamic business parks. Its growth and vision have fueled the economic engine of Central Contra Costa County. Industry - Dupont in Antioch Mt. Diablo provides a majestic backdrop for over 200 acres of vineyards that surround the Dupont Company's manufacturing facility in Antioch. The Dupont-owned vines yield four varieties of wine grapes which are purchased by Cline Cellars of Sonoma. Education - California State University (CSU), Hayward The Contra Costa Campus of CSU Hayward is a unique educational environment nestled in the foothills of Mt. Diablo. Designed with the working adult in mind, the campus offers superb upper division and graduate instruction. Lifestyle - Concord Pavilion The reconstructed and expanded Concord Pavilion is Northern California's premiere open air summer entertainment showplace. The 12,500 seat pavilion is nestled in the natural beauty of the foothills of Mt. Diablo. Service - Clayton Community Library Clayton Community Library is a state-of-the-art facility equipped with Internet Access. Construction was completed in 1995 through the cooperative efforts of a Prop. 85 Grant, the Clayton Community Library Foundation, the City of Clayton and Contra Costa County. -2- ` i J POLICY AND PROCEDURE FOR CAPITOL EXHIBIT PHOTO SELECTION * Pictures and text in the Capitol Exhibit will be selected by the State Capitol Exhibit Committee based on their countywide interest and significance. * Pictures and text submitted will be stored for review by the Committee. There is no guarantee that all pictures submitted will be selected for use in the display. * Pictures and text in the Exhibit will be changed once a year in the Fall. Special events pictures will be considered on a case by case basis. Consideration will be given based on the pictures ' uniqueness to Contra Costa County and its public impact. A subcommittee will review the request, make a recommendation and take a phone poll of the State Capitol Exhibit Committee. If approved by the Committee and the Board of Supervisors, the picture will be placed in the Exhibit during the time agreed upon. * Pictures/text displayed in the Exhibit will attempt to represent all of Contra Costa County. * All pictures and text submitted will become the property of the State Capitol Exhibit Committee and can be placed in the Exhibit at any time following their selection by the Committee and approval by the Board of Supervisors . CRITERIA FOR PICTURES AND TEXT SUBMITTED FOR THE STATE CAPITOL EXHIBIT Pictures must be: * In one of the following categories : Education, Lifestyle, \ Service, Agriculture, Commerce or Industry. Indicate the category. * Color, 8" x 10", professional color photo in matte finish arranged` horizontally. Photographer's name may appear at the bottom after the word, "Photo. " * Void of identifiable people and unnecessary business advertisement. * Text must be about 40 words or less to fit a space of 2-1/2" x 5-1/4" . It will be edited and typeset by the Committee as needed.
