SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
A. APPROVE a Consulting services agreement with Jan1Cs Miller & Associates, 110 East Third Street,
Pittsburg, for architectural services for Remodeling at 1010 Ward Street, Martinez, for-Municipal Court.
The agreement will be ellective December 9, 1996 and will provide Tor architCCtural services, with a
payment limit of$36,500.00, which aniount shall not be exceeded without prior, written authorization by
the Director of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
I uthorizations for extra work, provided that the Cumulative total extra cost for all such authorizations shall
not exceed $25,000.00.
It. FINANCIAL IMPACT
Insurance funds received for replacement of the courts destroyed by fire at 1950 Parkside Drive in Concord are
su(Iicient to cover the amount encumbered by this agreement.
III. REASONS FOR RECOMMENDATIONS/13ACKGROUND
A. The project involves remodeling at 1010 Ward Street, Mall IIICZ to suit the requirements of the Mt. Diablo
Judicial District. The remodeling will provide one new courtroom and ancillary rooms in space which will
be vacated by clerks when they move to the completed remodeling of'Room 127 at 725 Court Street. The
new courtroom will, in ellect, replace one of the courtrooms destroyed by the fire at 1950 Parkside Drive,
Concord.

WARD STREET, MARTINEZ, FOR MUNICIPAL COURT
B. James Miller & Associates was selected to provide architectural services for this project by the
Architectural Selection Committee at interviews held on November 20, 1996.
C. James Miller& Associates will use subconsultants to satisfy the goals of the County's Minority and
Women Business Enterprise Contract Compliance Program or will show that a good faith effort was
made to meet the goals.
D. Negotiations have been completed and an appropriate agreement is ready to sign for services during
Design Development, Construction Documents, Bidding and Construction phases of the project.
E. The County must proceed with this agreement Im architectural services because it does not have
sufficient staff to provide the services.
