We have been concerned about the rates for some time and the residents of Hercules could benefit from this audit. Like other cities and unincorporated areas that rely on RSS, we also want to know why their charges are so out of line with other garbage haulers. As you can see from the attached comparisons of garbage rates and services, our rates are high. We would like to have a better understanding of why we seem to be getting less service for more money. If the County chooses to do an audit of RSS and their affiliates, the Hercules City Council would support your efforts. Sincerely, GZ1 U2�-� Darrel "Jay" Tucker Mayor October 31 , 1996 Ms. Marilyn Leuck City Manager, City of Hercules Hercules Dear Ms. Leuck, As chairman of the E1 Sobrante MAC' s Committee on Garbage, I received a copy of Mary Fleming' s October 22nd memo to you about garbage rate reviews and auditing. It was our group that raised the two issues at the June 19th meeting of the Contra Costa County Board of Supervisors' Ad Hoc Solid Waste Committee. We complained of the high rates charged for garbage service in the unincorporated area; we faulted the County for not reg- ulating rates as required by the Franchise Agreement; we urged the Board to audit Richmond Sanitary and all of its eight affil- iates, as the Franchise Agreement allows. The Ad Hoc Committee directed its staff to do the audit we requested, which we de- fined as an independent, comprehensive, professional review. Enclosed is a comparison of rates charged and services provided by a number of trash haulers in the Bay Area. As is very plain, customers in Richmond Sanitary' s service territory pay the most and get the least. (Only one community, Clayton, has a rate higher than ours. ) It is our opinion that an audit of RSS and its affiliates is essential to learn why its charges are so far out of line as compared to others. There is a need to know whether RSS is the most inefficient trash hauler in the Bay Area or what other reason(s) account for its extraordinarily high rates. We solicit your support and ask that in your reply to Fleming your City Council notify the County Board of Supervisors that the Council favors the audit of RSS and its affiliates.
