SUBJECT: STATUS REPORT ON THE USE OF THE COMMUNITY SERVICES BLOCK
GRANT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. REFER to the 1997 Family and Human Services Committee oversight on
behalf of the Board of Supervisors of all aspects of the Community Services
Department and its programs.
2. DIRECT the County Administrator to report to the Board of Supervisors on a
mechanism or policy by which we can institutionalize a process for alerting the
County Administrator and Board of Supervisors when there are emerging
problems within a Department which require the attention of the County
Administrator and Board of Supervisors so the Board does not have to wait
to discover the existence of problems until they have grown to the point that
they are exposing the County to substantial financial liability.
3. DIRECT the County Administrator to reemphasize to department heads that
the "Challenges" section of the annual departmental performance report
should provide Department Heads with the opportunity to alert the Board of
Supervisors to issues which may create problems (challenges) in the future.

4. EXPRESS the Board's appreciation to Scott Tandy and the staff of the
Community Services Department for the substantial progress which has been
made in the past several months in identifying and beginning to address
problems within the Department.
5. REMOVE this issue as a referral to the 1996 Family and Human Services
Committee.
BACKGROUND:
On September 17, 1996, the Board of Supervisors approved a report from our
Committee which included a recommendation directing the Community Services
Director to make a further report to our Committee on the uses of the Community
Services Block Grant on December 9, 1996. The Board of Supervisors, on
December 3, 1996, directed that the Community Services Director make a similar
report to the Board on December 10, 1996. On December 9, 1996, our Committee
had an opportunity to preview the report which Mr. Tandy is making to the Board of
Supervisors on December 10, 1996. [We are not attaching another copy of this
report to our report since it has been provided separately to the Board of Supervisors
and other concerned citizens].
Without repeating the details of the report, which will be discussed with the Board
of Supervisors in some detail on December 10, 1996, our Committee is concerned
with the process which has brought some of the problems within the Community
Services Department to the attention of the County Administrator and the Board of
Supervisors. We are concerned that some mechanism be devised which will allow
the County Administrator's Office to become aware more quickly of potential
problems in County departments and programs and to call those problems to the
attention of the Board of Supervisors, where that is appropriate.
We also believe that it is essential for a single Board Committee to have overall
oversight of all aspects of the Community Services Department and its programs.
We are, therefore, recommending that the oversight be referred to the 1997 Finance
Committee [later changed by Supervisor DeSaulnier to the 1997 Family and Human
Services Committee at the urging of Supervisor Rogers at the Board of Supervisors
meeting on December 10, 1996].
