REASONS FOR RECOMMENDATION/BACKGROUND: In September 1995 the Board of Supervisors appointed the Crockett Community Foundation as the advisory council to the Board regarding expenditures from the Community Benefits Program funded from new property tax related to the Crockett Co-Generation Plant. On May 16 , 1996, by attached Resolution No. 96-1, the Crockett Community Foundation recommended that $100,000 in Crockett Co-Generation property tax increment be allocated to the Crockett-Carquinez Fire Protection District to partially fund the purchase of a replacement fire engine. Contact: Terry McGraw, 335-1055 Attested: December 17, 1996 cc: County Administrator Phil Batchelor, Clerk of County Auditor-Controller the Board of Supervisors Crockett-Carquinez Fire Protection a CounAdministrator District Crockett Community Foundation By: , DEPUTY 00 RESOLUTION NO. 96-1 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CROCKETT COMMUNITY FOUNDATION RECOMMENDING THE ALLOCATION OF PROPERTY TAXES TO SPECIFIC USES OF BENEFIT TO CROCKETT WHEREAS, the County Service Area P-1 Advisory Committee has demonstrated the need for re-roofing the Crockett Community Center, a County-owned building of great importance to Crockett, for the protection of the structure and its ability to serve the community; and, WHEREAS, the Board of Directors of the Crockett Community Foundation did on December 7, 1995, approve a grant of $16,000 to County Service Area P-1 for re-roofing the Crockett Community Center, contingent on getting County funds for the balance of the project costs, originally estimated at approximately $16,000; and, WHEREAS, the Crockett-Carquinez Fire Department has demonstrated the need to replace a pumping engine in first line service due to its age, lack of power on steep Crockett streets, and its transport of firefighters on the rear step; and, WHEREAS, the Board of Directors of the Crockett Community Foundation did on May 2, 1996, approve a request from the Crockett-Carquinez Fire Department to recommend to the County Board of Supervisors that $100,000 in Crockett Cogeneration property taxes be allocated to the Crockett-Carquinez Fire Department to finance the purchase of a new fire engine in conjunction with approximately $150,000 to come from the Fire Department; and, WHEREAS, the County Service Area P-1 Advisory Committee has demonstrated the need to augment available funding for operating and maintaining the Crockett Community Center, so as to provide financial stability for the Center and protect its ability to serve the community; and, WHEREAS, the Board of Directors of the Crockett Community Foundation did on May 16, 1996, approve a request from the P-1 Advisory Committee to recommend to the County Board of Super- visors that $40,000 in Crockett Cogeneration property taxes be allocated to County Service Area P-1 annually, effective July 1, 1996, to augment available funding for operating and maintaining the Crockett Community Center; and, WHEREAS, the Board of Supervisors of Contra Costa County did on September 19, 1995, appoint the Crockett Community Foundation as the advisory council to the Board of Supervisors regarding 1 expenditures from the Community Benefits Program funded from new property tax increment of the Crockett Cogeneration Plant; and, WHEREAS, the Board of Supervisors of Contra Costa County did on December 12, 1995, commit 100% of new property tax increment of the Crockett Cogeneration Plant to Crockett programs, with 57% (estimated at $250,000 annually) for new police services in Crockett and the balance (estimated at $191,800 annually) for unspecified community benefits; and, WHEREAS, the County Administrator's Office has suggested that the Crockett Cogeneration property tax revenue, when collected, be apportioned into a designated trust fund for the Community Benefits Program and that the County Auditor be asked to send a monthly fund report to the Crockett Community Foundation. NOW, THEREFORE, BE IT RESOLVED THAT the Crockett Community Foundation: 1. Recommends, as its first priority, that Crockett Cogenera- tion property taxes be immediately allocated to the extent needed to accomplish the re-roofing of the Crockett Community Center, in conjunction with $16,000 in private funds to be granted toward this project by the Crockett Community Foundation, and with the request that the historic appearance of the Crockett Community Center not be altered by the choice of materials or colors used in the re-roofing project without general public consent. 2. Recommends, as its second priority, that $40,000 in Crockett Cogeneration property taxes be allocated to County Service Area P-1 for one year, effective July 1, 1996, to augment available funding for operating and maintaining the Crockett Community Center. 3 . Recommends, as its third priority, that $100,000 in Crockett Cogeneration property taxes be immediately allocated, in advance of tax collection, to the Crockett-Carquinez Fire Department to finance the purchase of a new fire engine in conjunction with approximately $150,000 to come from the Fire Department. 4 . Requests that Crockett Cogeneration property tax revenue, upon collection, be apportioned into a designated trust fund for the Community Benefits Program and that the County Auditor routinely send a monthly fund report to the Crockett Community Foundation.
