SUBJECT: REMOVAL OF ALL ITEMS REMAINING ON REFERRAL TO THE 1996
INTERNAL OPERATIONS COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. REMOVE as a referral to the 1996 Internal Operations Committee and instead
REFER to the 1997 Internal Operations Committee the referral entitled:
Request from the Equal Employment Opportunity Advisory Council to
meet with the Internal Operations Committee.
2. REMOVE as a referral to the 1996 Internal Operations Committee and instead
REFER to the 1997 Internal Operations Committee the referral entitled:
Vacancies on the Homeless Advisory Committee.
3. REMOVE as a referral to the 1996 Internal Operations Committee and instead
REFER to the 1997 Internal Operations Committee the referral entitled:
Vacancies on the Child Care Task Force.
4. REMOVE as a referral to the 1996 Internal Operations Committee without
further action, pending a report from the Finance Committee, the referral
entitled: Issue of funding and developing County parks, recreation and
trails.
5. REMOVE as a referral to the 1996 Internal Operations Committee without
further action, the referral entitled: Public Service Use of Billboards.

further action, the referral entitled: Consolidating the Mosquito Abatement
District with similar districts in other counties.
7. REMOVE as a referral to the 1996 Internal Operations Committee and instead
REFER to the 1997 Internal Operations Committee the referral entitled:
Vacancies on the Mobile Home Advisory Committee.
BACKGROUND:
Request from the Equal Employment Opportunity Advisory Council to meet
with the Internal Operations Committee.
Our Committee has met with one or more members of the EEOAC during 1996, the
last,time on September 16, 1996. The Council has indicated that it would like to
continue to meet with the 1997 Internal Operations Committee.
Vacancies on the Homeless Advisory Committee.
There are currently three vacancies on the Homeless Advisory Committee.
Typically, we have waited until the Homeless Advisory Committee has come back
to our Committee with recommendations for appointments.
Vacancies on the Child Care Task Force.
There are currently eight vacancies on the Child Care Task Force. Typically, we
have waited until the Child Care Task Force has come back to our Committee with
recommendations for appointments.
Issue of funding and developing County parks, recreation and trails.
On July 23, 1996, the Board of Supervisors approved a report from our Committee
on this subject which, among other things, referred the issue financing the
preparation of a Countywide Parks and Recreation Master Plan to the Finance
Committee. It does not appear that there is anything further for the Internal
Operations Committee to do on this subject until financing is identified.
Public Service Use of Billboards.
This item was referred back to our Committee at the request of then-Supervisor
Torlakson at the time the agreement on removing billboards within 1600 feet of
schools was approved by the Board of Supervisors. We do not support the proposal
advanced by Mr. Torlakson and therefore recommend that no further action be taken
on it.
Consolidating the Mosquito Abatement District with similar districts in other
counties.
Conversations with the General Manager of the Contra Costa Mosquito and Vector
Control District indicated that his District is more than willing to discuss merger with
other districts. To date no other nearby district has been receptive to a merger. It
is unlikely that a merger could be forced over the objections of one party, particularly
when these are relatively independent Districts.
Vacancies on the Mobile Home Advisory Committee.
There are currently vacancies for alternate seats on the Mobile Home Advisory
Committee. Typically, we have waited until the Mobile Home Advisory Committee
has come back to our Committee with recommendations for appointments.
