SUBJECT: REMOVAL OF ALL ITEMS REMAINING ON REFERRAL TO THE 1996
FAMILY AND HUMAN SERVICES COMMITTEE
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION.
RECOMMENDATIONS:
1. REFER to the 1997 Family and Human Services Committee the referral
regarding the revised structure for providing policy input to the Board of
Supervisors in the Family and Children's Services area (Policy Forum).
2. REFER to the 1997 Family and Human Services Committee the referral
regarding the coordination with the Countywide Youth Commission.
3. REMOVE as a referral to the 1996 Family and Human Services Committee
without further action the preparation of the Family and Children's Program
Budget for the 1996-97 fiscal year.
4. REFER to the 1997 Family and Human Services Committee the preparation
of the Family and Children's Services Program Budget for the 1997-98 fiscal
year.
5. REFER to the 1997 Family and Human Services Committee the referral
regarding the review of the feasibility of a public/private nonprofit corporation
(Future Corps) to develop resources for youth, in conjunction with the
Countywide Youth Commission.

6. REFER to the 1997 Family and Human Services Committee the referral
regarding oversight of the General Assistance Program.
7. REFER to the 1997 Family and Human Services Committee the referral
regarding the implementation of the Children's Accountability Act.
8. REFER to the 1997 Family and Human Services Committee the referral
regarding the preparation of organizational options for the Community
Services Department.
9. REMOVE as a referral to the 1996 Family and Human Services Committee
without further action the vacancies on the homeless advisory committee on
the assumption that they will be addressed by the 1997 Internal Operations
Committee.
10. REMOVE as a referral to the 1996 Family and Human Services Committee
without further action the financing of the implementation of the
recommendations of the Newcomers Task Force, with the understanding that
the Board of Supervisors can refer this issue to an appropriate Committee in
the future if the members of the Newcomers Task Force propose a financing
system to the Board of Supervisors.
BACKGROUND:
In an effort to remove all remaining referrals to the 1996 Family and Human Services
Committee, staff has proposed the attached disposition of all remaining referrals to
our Committee. We concur with these recommendations for the reasons outlined by
staff and for this reason we are making the above recommendations.

SUBJECT: REMOVAL OF ALL REMAINING ITEMS CURRENTLY ON
REFERRAL TO THE 1996 FAMILY AND HUMAN SERVICES
COMMITTEE
The following referrals remain with your Committee and should be disposed of on
December 9, 1996 in order to clear out all items which were referred to your
Committee during the year.
1. Revised structure for providing policy input to the Board of Supervisors
in the Family and Children's Services area (Policy Forum). The joint
meeting you had scheduled with the Policy Forum on December 2, 1996 was
preempted by the special meeting of the Board of Supervisors. his-
recommended that this item be referred to the 1997 Family and Human
Services Committee for ongoing work with the Policy Forum,
2. Coordination with the Countywide Youth Commission. No action has
been taken on this referral recently pending direction from the Committee. if
the Committee wishes to continue to monitor the work of the Youth
Commission, it would be appropriate to refer this matter to the 1997 Family
and Human Services Committee.
3. Family and Children's Program Budget for the 1996-97 Fiscal Year. The
budget was filed with the Board. It is recommended that this matter be
reported back to the Board of Supervisors for removal from the Committee
without further action but that a corresponding item relating to a Family and

Children's Services Program Budget for the 1997-98 fiscal year be referred
to the 1997 Family and Human Services Committee.
4. Review the feasibility of forming a public/private nonprofit corporation
(Future Corps) to develop resources for youth, in conjunction with the
Youth Commission. Your Committee met with business leaders on
November 18,1996. Nothing has been reported back to the Board at this
point. If the Committee wishes to continue to monitor development of the
Future Corps, it would be appropriate to refer this matter to the 1997 Family
and Human Services Committee.
5. Oversight of the County's General Assistance Program. There was to be
a Workshop scheduled with the Board of Supervisors and then your
Committee was to consider the matter further. The Workshop has been
postponed on several occasions. Therefore, the matter has not been
scheduled for consideration by your Committee. If the Committee wishes to
continue to provide oversight to the General Assistance Program. it would be
appropriate to refer this matter to the 1997 Family and Human Services
Committee.
6. Children's Accountability Act. This was supposed to be discussed by the
Committee with the Policy Forum at the December 2, 1996 meeting that had
to be canceled because of the special Board of Supervisors meeting. It is
recommended that this item be referred to the 1997 Family and Human
Services Committee for ongoing work with the Policy Forum.
7. Organizational Options for the Community Services Department. The
Committee held forums at various locations in the County earlier in the year.
The County Administrator was directed to continue to prepare organizational
options for consideration by the Committee. This work was suspended until
the impact of welfare reform can be better evaluated. If the Committee
wishes to continue to provide oversight to the Community Services
Department, it would be appropriate to refer this matter to the 1997 Family
and Human Services Committee.
8. Vacancies on the Homeless Advisory Committee. Some vacancies were
filled earlier in the year. These vacancies would generally be handled by the
