SUBJECT: BETHEL ISLAND MUNICIPAL IMPROVEMENT DISTRICT AGREEMENT TO SHARE
STORMWATER POLLUTION CONTROL ACTIVITIES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action;
AUTHORIZE the Public Works Director or designee to execute a contract with Bethel Island Municipal
Improvement District in the amount of $62,320 for provision of stormwater pollution control services
through March 30, 1998.
II. Financial Impact:
None to General Fund. Activities will be funded with Flood Control District assessments from Stormwater
Utility Area 17, Unincorporated County.
III. Reasons for Recommendations and Background:
On August 9, 1994, the Board of Supervisors authorized the transfer of Contra Costa County Clean
Water Program funding and activities to Bethel Island Municipal Improvement District (BIMID). The
transfer of Clean Water Program functions to BIMID eliminated duplication of activities. During 1995/96,
BIMID provided a number of stormwater pollution control services generally performed by County staff
for the Clean Water Program, such as cleaning drainage ditches and inspecting drainage ditches for
illegal dumping, as well as Program services unique to Bethel Island's situation. County Clean Water
Program staff was satisfied with BIMID's performance and wish to renew the agreement for a two year
period.
Under the proposed contract, the two-day island wide clean up will be continued and expanded. At this
annual event, large household and yard garbage are dropped off at a central site and then disposed of
or recycled by BIMID staff. The annual cleanup event was a very successful component of the first
contract because it prevents nontoxic contaminants from entering neighboring waterways. The new

contract will permit garbage from Hotchkiss Tract residents and businesses to be brought to the cleanup
event. This event combined with the Health Department's Household Hazardous Waste Mobile Cleanup
Program will help prevent toxic and nontoxic pollution from entering Bethel Island and Hotchkiss Tract
ditches and related waterways.
Reclamation District 799, the local government entity for Hotchkiss Tract, already receives numerous
services from BIMID and has requested that their stormwater utility assessment revenue be used for this
purpose. Stormwater utility assessments''paid by property owners fund the Contra Costa Clean Water
Program. A portion, approximately 20%, of these monies is spent on countywide activities, rather than
local jurisdiction activities. Therefore $31,160 of _the approximate $37,200 of stormwater utility
assessment revenue generated annually by Bethel Island ($30,000) and Hotchkiss Tract ($7,200) is
available to spend on projects specific to Bethel Island and Hotchkiss Tract. The amount available for
two years of services is $62,320.
Approval of this agreement will promote Contra Costa Clean Water Program goals to eliminate, reduce
and prevent stormwater pollution from entering the storm drain system and natural waterways of the
County. In addition, a formal agreement,with BIMID ensures that County staff will continue to receive
records on the amounts and types of contaminants removed by BIMID. The Regional Water Quality
Control Board requires the County Clean'';Water Program to submit this data annually as a condition of
its State municipal stormwater permit. Finally, the closed drainage system and central pumping of runoff
back to the river are unique characteristici�,of Bethel Island which merit continued transfer of stormwater
utility assessment fees and duties to BIMID.
IV. Consequences of Negative Action:
BIMID will not receive reimbursement for the costs of providing ongoing stormwater pollution control
activities. The County's Clean Water Program will not receive data on contaminants removed by BIMID.
