Project No.: 0676-6P1025 SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the submittal of the following Transportation Development Act (TDA) applications, Article 3, Bike/Pedestrian: 1. Delta Road Bike Lanes: Widen Delta Road (approximately 1,200 feet) and restripe the road to include a five-foot wide bike lane on each side (East County Project). 2. Port Chicago Highway Bike Path: Extend the Class I Bike Path (approximately 4,500 feet) along the east side of Port Chicago Highway from State Route 4 to Clyde (Central County Project). 3. San Pablo Avenue Bike Lanes: Restripe three miles of San Pablo Avenue between First Street in Rodeo and Interstate 80 in Crockett. The project will reconfigure the road from four lanes to three lanes with bicycle lanes ( West County Project). 4. Bicycle Safety Education Program to be administrated by the Contra Costa County Health Services Department. II. Financial Impact: There is no impact to the General Fund. All construction will be funded with grants or with County road funds. Reasons for Recommendations and Background: The TDA process allows the County to apply for one project from the East, Central and Western parts of Contra Costa County. Based on community support, public safety, and readiness for implementation, the aforementioned projects were selected as each area's top candidate. All four pedestrian/bicycle projects are consistent with the County's General Plan Bikeways goals. The Delta Road Bike Lanes project will widen Delta Road from the AT&SF railroad crossing west to Curlew Connex(approximately 1,200 feet). The widened road will provide for two traffic lanes and two Class 11 bike lanes. The bike lanes will connect the business and residential sections of Knightsen with the Knightsen Elementary School. The school is the main community meeting place for the residents of Knightsen and the surrounding area. The need for this project was brought to the attention of the Public Works Department by the Knightsen Town Advisory Council. The Port Chicago Highway Bike Path project will extend the existing Class I Bike Path from State Route 4 to the community of Cylde (approximately 4,510 feet). This project will continue the bike path from the North Concord/Martinez BART Station and provide a Class I Bike Path for commuters traveling to and from the industrial area north of State Route 4 (SR4), the Concord Naval Weapons Station, and the community of Clyde. The San Pablo Avenue Bike Lane project will modify the traffic striping on San Pablo Avenue between First Street in Rodeo and Interstate 80 in Crockett (approximately 3 miles). After the road is restriped there will be two 12-foot wide traffic lanes, one 12-foot auxiliary lane, and two six-foot wide bike lanes. The auxiliary lane, depending on the location, will be used for either, a truck climbing lane, a two way left turn lane, or a left turn lane. The Bicycle Safety Program provides bicycle safety education and is administered by the Contra Costa County Health Services Department. The Transportation Committee has reviewed the projects, selected them as the top priority projects, and has recommended submittal of the TDA Grant applications. The Countywide Bicycle Advisory Committee has reviewed these projects and has recommended submittal of the TDA Grant applications. IV. Consequences of Negative Action: Failure to approve these projects will eliminate a potential funding source and delay implementa- tion of the County's General Plan as it relates to bicycle pathways.
