December 5, 1996 County SUBJECT: Approval of Novation Contract #24-680-'4 with Telecare Corporation S.PECIFIC REQUEST(S) OR RECOMMENDATIO,N(S) & BACKGROUND AND JUSTIFICATION I I I 1. RECOMMENDED ACTION: I I I Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County,; Novation Contract #24-680-4 with Telecare Corporation, for the period from July 1, 1996 through June 30, 1997, with a payment limit of $711,750, for provision of subacute care to severely and persistently mentally ill (SPMI) clients at Contractor's Villa Fairmont Mental Health Center, Garfield Mental Health Center, and Gladman Psychiatric Health Facility. This Novation Contract includes provision for an 'automatic six-month extension through Decemberi31, 1997, in the amount of $355, 875. i I II. FINANCIAL IMPACT: � I I This Contract is included in the Health Services` FY 1996-97 Budget and is funded by County/Realignment funds as alresult of savings generated from the County's reduction of client placements at State Hospitals. I i III: REASONS FOR RECOMMENDATIONS/BACKGROUND: i I On December 5, 1995, ;the Board of Supervisors! approved Novation Contract #24-680-2 (as amended, by Contract Amendment Agreement #24-680-3) with Telecare Corporation for the period from July 1, 1995 through June 30„ 1996 (with a six-month automatic extension through December 31, 1996) for subacute care for County residents who are severely and persistently mentally ill (SPMI) . This Contract is part of the Department's cost saving plan to reduce the number of high-cost State Hospital beds by `developing for alternative placements. I i This Novation Contract #24-680-4 - replaces the automatic extension under the prior` Contract, and approval will allow Telecare Corporation to continue providing mental health! treatment services to the County's SPMI ;adults, at its Villa Fairmont Mental Health Center, Garfield Mental Health, Center, and Gladman Psychiatric Health Facility as an alternative to utilization of Napa State Hospital.
