Dear Mr. Smith: CONTRA COSTA CO.
My son, James Ian Bailey, recently applied for a position as a firefighter with the Contra Costa Fire
District. A week after taking the written exam he was informed by letter(a copy of which is enclosed)that he
had passed the exam but would not be given further consideration at this time because his name had not been
drawn in the"stratified random selection process, in accordance with the personnel management regulations"
of Contra Costa County.
My concern with this is twofold:
First and foremost, it appears that no consideration was given at this level to educational achievement
and training specific to the position for which he applied. Ian Bailey is a college graduate (B.S. from
California State University Chico)and a graduate of the Butte Fire Academy, Butte Community College. He
is licensed by the state as ani Emergency'Medical Technician and is academically qualified for a Firefighter
ONE certificate. Additionally, Ian is currently a teaching assistant at the Firefighter 1 Academy, Butte College
and is pursuing an AA degree in Fire Science at that institution. He is in excellent physical condition and
health.
Secondly, 1 was informed by the Contra Costa County Human Resources Department that the
stratified part of the random selection process means the applicants were separated by race and, or gender. If
this is, in fact, accurate the selection process would certainly seem to fly in the face of Proposition 209 as
recently passed by an overwhelming majority of the voters of the state of California.
I realize that therewere many more than 2800)applicants for only a few;positions as a firefighter
with the Contra Costa Fire District. However, to screen applicants for this very important position by random
nnethodology certainly does not serve the best interest of the residents of this county. 1 cannot think of any
other entity in government or corporate;America that selects their employees without regard to their
achievements and education--using, instead, a mere"toss of the coin." I suggest that it would be very simple
to select the best trained and educated candidates, and those that possess a record sof achievement, from the
innfornnation that is part of the written application. Those selected should than be placed in a pool until a
number is reached that assures vacancies are filled with the most capable and educated persons, regardless of
ethnicity or gender. To do less is highly unfair to those that have gone the extra distance in their quest to fulfill
their dream.
I am writing this letter as much as a concerned citizen, wanting the best services and personnel for my
tax dollar, as I am a father. I would appreciate a reply to this letter addressing nnyi concerns at your earliest
convenience.
