FISCAL IMPACT No General Fund revenues are involved. The County Redevelopment Agency and the County via Community Development Block Grant and HOME Program funds are making financial contributions. BACKGROUND/REASONS FOR RECOMMENDATIONS In 1994 the Redevelopment Agency partnered with Community Housing Development Corporation (CHDC) of North Richmond and Eden Housing to develop an affordable senior housing development in North Richmond. The Redevelopment Agency proceeded to assemble the properties on a block bounded by 2nd, 3rd, Grov , and Chesley. The development of 52 senior housing units is to be part of a mixed-use project that will ultimately include local serving retail, a sheriff substantion, and the North Richmond Center for Health. The senior housing project cost is approximately $5.3 million. The plan of finance includes approximately $600,000 in County CDBG and HOME funds, approximately $600,000 from the County Redevelopment Agency, and $200,000 from the City of Richmond. All of these funds are committed. The most critical element of the plan of finance was an allocation of$3.9 million in HUD Section 202 Elderly Housing funds. After two unsuccessful attempts, HUD has notified the sponsors and the Agency/County that it will fund the project. This funding commitment will permit a major element of the revitalization of North Richmond to proceed.
