SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S).& BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Auditor-Controller to carry forward unexpended balances of Community Development Block Grant(CDBG)funds in the County's Fair Housing Projects from program years 1993-94 (Project Agreement 19-11), 1994-95 (Project Agreement 20-06) and 1995-96 (Project Agreement 21-11) to 'CDBG program year 1996-97 (Project Agreement 22-06). AUTHORIZE the Deputy Director - Redevelopment or his designee to execute contracts increasing the contract spending limits as indicated on Attachment A. FISCAL IlVIPACT NONE (100%U.S. Department of Housing and Urban Development Funds) BACKGROUND/REASONS FOR RECOMMENDATIONS For a variety of reasons ranging from slow project development and implementation to late contract approval,these projects have fund balances. All of the projects listed below have been approved for and received Community Development Block Grant funding for FY 1996/97. This analysis includes: the ongoing provision of legal assistance to fair housing agencies who assist Urban County households who are experiencing discrimination in housing, as well as directs legal representation of these clients when necessary; as well as developing, conducting and analyzing fair housing tests to determine incidence of discrimination based on familial status, ethnicity, physical disability, and HIV/AIDS status. The County's Fair Housing Study also includes the provision of training sessions for fair housing and social services agencies, potential victims of housing discrimination, rental housing owners and managers, and other interested parties within the County regarding fair housing services, state and federal fair housing regulations, and ways to avoid discriminatory practices. Carryover funds will be used to complete analysis of fair housing tests in order to determine the incidence of housing discrimination. CCLSF will use FY 95/96 carryover funds ($2,234.24)to complete analysis of fair housing tests begun in FY 94/95 and FY 95/96 and scheduled for completion during FY 96/97. FY 93/94 carryover funds ($20,989.39) and FY 94/95 carryover funds ($10,450.77) will be used to develop and host three sets of three presentations regarding fair housing law for planning departments throughout the Urban County and to translate a current court eviction trial preparation resource, a videotape entitled"Your Day in Court", into Spanish and other languages in order to make this resource available to monolingual non-native English speaking clients. • 22-06 Contra Costa Legal Services Foundation-Fair Housing Program FY 1993/94 (19-11) Carryover $ 20,989.39 FY 1994/95 (20-06) Carryover $ 10,450.77 FY 1995/96 (21-11) Carryover $ 2,234.24 FY 1996/97 Allocation $ 30,000.00 TOTAL FY 1996/97 (22-06) Contract Amount $ 63,674.40
