FISCAL IMPACT None to the County. I I BACKGROUND/REASONS FOR RECOMMENDATIONS The Contra Costa Centre Association is an organization made up of the developers of the Pleasant Hill BART Station Area and also serves as the transportation management association for that area. The Association has funded its programs with developer fees and with the assistance of grants. The Association has submitted a joint application with Shadelands Office Park for the Caltrans 1-680/SR 24 Traffic Mitigation Program to fund an employee transit incentive program. The program will target 600 employees and would provide staffing and a kiosk at each center to sell 11transit tickets two days a week. The grant request is for $248,500 and would fund acquisition of transit passes, staffing and employee incentives for using transit. The program is similar to a previous program at the Centre Association. I Grant applications for the 1-680/SR 24 Traffic Mitigation Program must be submitted by or sponsored by public agencies. The Contra Costa Centre Association has request the County to act as sponsor of the application. I I . i I I I I I I I I I I I I I I I I I I I I I I ' • I I ' I I I I ' I I ' I I I I I I I • I C.30 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA i SUBJECT: In the Matter of Supporting A Grant Application ) by the Contra Costa Centre Association ) for an 1-680/SR 24 Traffic Mitibation Program ) i RESOLUTION NO. 961543 I The Board of Supervisors of Contra Costa County RESOLVES THAT: WHEREAS,the Contra Costa Centre Association is the transportation management agency for the Pleasant Hill BART Station Area, an unincorporated area of Contra Costa County; and I WHEREAS, the Contra Costa Centre lAssociation has managed an employee trip reduction program in the Pleasant Hill BART Station Area since 1987; and WHEREAS, this program has beenisuccessful in diverting approximately 30% of station area employees to other modes of transportation in place of driving alone; and i WHEREAS, the California Department of Transportation has invited applications for traffic mitigation programs from public agencies in the area ini order to mitigate the effects of the 1-680/24 reconstruction project; and WHEREAS, the Contra Costa Centre Association•has submitted a joint application with Shadelands Office Park in Walnut Creek for$248,500 for an employee transit incentive program; I WHEREAS, the City of Walnut Creek has submitted a letter expressing their support for this application; NOW THEREFORE BE IT RESOLVED, that the County of Contra Costa supports the above-mentioned grant application and agrees to sponsor this application.; and I BE IT FURTHER RESOLVED, that the Contra Costa County Board of Supervisors urges Caltrans to act favorably on the grant application.
