As you can see from the attached articles, the neighborhood has been very upset, and feel that they were misled in discussing this with the East Bay Parks District staff. We kept being told that there were no"immediate plans for the property." The neighborhood did not trust the staffs position, and over 60 people showed up for the East Bay Parks District meeting on October 17, during which we put forth ten reasons why we did not feel that the Westminster Retreat property should be purchased by EBPD. As you can see from the attached news releases, Ms. Beverly Lane, after the meeting,,told the Press that by April 1996, the property will be developed into space for 10 to 40 parking spots. We're deeply concerned about the use of this property for additional accesses. The attached letter to other neighborhood associations spells out our reasons against these additional accesses. We encourage your support to stop the East Bay Parks District from having additional accesses to the Las Trampas Wilderness. We believe that this will bring increased traffic congestion on Hemme, which is already so congested that emergency vehicles cannot get down during most days of the week, including weekends, due to heavy use of school playgrounds for competitive sports. We also are concerned about the fact that EBPD does not have the staffing to provide protection, and it will increase the Sheriffs responsibility in patrolling that area, which we believe will become a gathering spot for youth and other people. We've recently had problems with bonfires on the Retreat property, and the neighborhood has had to ask the Westminster Retreat personnel to put out bonfires that we can see from the neighborhood. We request your support in stopping the EBPD from the acquisition of Westminster Retreat. We are enclosing the following for your review. 1: Related news articles. 2. Randy Neihas Mr. and Mrs. David Nearon, Round Hill Homeowner's Association Mr. Rob Fates, Alamo Improvement Association Dear Concerned Neighborhood Groups: As you are aware from recent publicity, the Hemme neighborhood has organized and protested the acquisition of the Westminster Retreat property by East Bay Parks District for use for an additional access to Las Trampas Wilderness. As you can see from the attached articles, Beverly Lane, who represents our area on the East Bay Parks District Board of Directors, has indicated that they want to have many access points in Alamo and Danville so that there isn't significant stress on any one neighborhood. We feel that there are a number of reasons why we should bind together and individually speak at the November 8 East Bay Parks District hearing in Walnut Creek on the future use of East Bay Parks District property, long range directions, etc. We believe that you share a similar opinion that we don't need additional accesses into the Las Trampas Wilderness. Yosemite has three accesses and handles millions of people. We would encourage you to consider these concerns about additional accesses: 1. Increased Traffic Congestion - This increased traffic through all of our neighborhoods is going to create major problems of added congestion on roads. In the case of Hemme, we have 800 children and teachers who use two schools and a day care center, and our roads are insufficient to handle this amount of traffic. On weekends, the school grounds are used for sports and it's almost as congested then. 2. Fire Safety -We believe that increased access to the parks will increase the potential for a major fire in West Alamo and Danville. We have had prior experience where fires have been set in the Westminster Retreat property, and we've had to ask the retreat people to put out these bonfires. 3. Youth Parties- We are concerned that these increased access areas and parking lots are going to provide increased focal points for drinking, smoking, and other activities. The Parks District has admitted to us that they do not have the staff to even close the Page 1 of 2 Page 2 of 2 gates in the evenings. As you may have ready from a recent article in the Valley Times, alcohol problems are a major concern in EBPD. They don't have the money to patrol and to handle their current problems. Additional accesses will only create additional problems and become a source for a new location for youth to gather which will be unpoliced, unpatroled. 4. Increased Risk-There is increased risk of thefts and burglaries. Thieves can more easily rob homes and then escape into the Wilderness. The additional accesses to the Wilderness is going to be publicized on maps and the possibility of increased undesirable behavior in our community is something we need to realistically be aware of. This has already occurred in Alamo Pines where there have been 15 burglaries in the last two years as reported to the Alamo Improvement Association. This area is close to the new Hap Magee Park and access to Danville Blvd. developed recently by EBPD. 5. Equestrian Use- We believe that most of the Danville/Alamo areas really are not concerned about the availability for horse trailers and horses to park on Hemme in a parking lot next to the trail. We feel that Bollinger Canyon is sufficient, and we're deeply concerned about the increased use from people outside the community. 6. Increased Taxes- The EBPD is continuing to issue new bonds which are repaid directly by new assessments on our tax bills. On a local resident's recent tax bill, he calculated 129%increase since 1990 and a 38% increase since last year. Check your own tax bills to see what EBPD is costing. We feel it is time for the EBPD to stop spending public money--especially in view of the fact that the bond money only funds new acquisitions of property, and EBPD has insufficient annual operational revenues to maintain what they buy. They have now authorized a total of$180 million out of a bond authority of$225 million passed by the voters in 1988. Not all this money has been spent, but that's how much they have issued. We do not believe that Beverly Lane is representing her constituency. If you share these views that the East Bay Parks District does not need additional accesses in Alamo and Danville, with the resulting problems that are going to occur, we would encourage your participation in sharing these views from your neighborhood in the public meeting on November 8th(a copy of that newspaper article is attached). Presently, walkers can access the Wilderness two blocks north of Hemme at South Avenue and about four blocks south at Starview Drive, and autos and horse trailers can aff access it at Bollinger Canyon Road and park in a lot inside the park. If the sale is completed, the Park District will be able to construct a horse staging area at the top of Hemme with a parking lot for as many as forty vehicles to serve residents up to thirty miles away.
