The first,approved and accepted for filing on May 25, 1995, is entitled Report No. 9505, the Contra Costa County Dept. of Social Services, "Ethnic Insensitivity in the Foster Care and Adoption System" The second, Report No. 9509, approved on June 8, 1995 and accepted for filing on June 9, 1995, also concerns the County Dept. of Social Services, and is entitled "How Long Must the Children Wait?" The Commissioners unanimously agreed that the issues raised by the Grand Jury in these two reports required their immediate attention. Following a lengthy discussion, the Commission voted to express to the Board of Supervisors its serious concern regarding the disproportionate percentage of Afro-American children amongst the County's foster care population, while the majority of foster care families are not. The Commission also noted that a largely Caucasian cadre of social workers tend the needs of foster care children who are overwhelmingly members of racial and ethnic minorities. The Commission urges the Board to take decisive action to correct these grievous imbalances in the County's foster care and adoption systems. We appreciate your timely attention.to these matters.
