RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director - Redevelopment to execute
an Amendment to Contract with Sedway Kotin Mouchly Group (SKMG) to
develop an RFP for a developer of Area 4, a Redevelopment Agency-owned
high density residential site in the Pleasant Hill BART Station Area.
FISCAL IMPACT
The Redevelopment Agency's budget for Fiscal Year 1995-96 provided
sufficient funds for this Amendment. An additional $7, 000 will be
added to the contract, bringing its total to $49, 800. No General Fund
monies are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On January 25, 1994 the Redevelopment Agency authorized execution of
a contract with Sedway & Associates to develop an RFP for a developer
of Area 4 . Area 4 (South) is an approximate five acre assemblage of
property that is owned by the Contra Costa County Redevelopment
Agency. The Pleasant Hill BART Specific Plan designates this property
for multifamily residential, very high density. The site has a
capacity for 200+ residential units .

The Agency has been approached by numerous developer interests
regarding the availability of this site. To determine the best
offer, the Agency initiated a process of developing a RFP. An
element of the consultant' s work program was to conduct a market
assessment. Because the real estate market has been soft, initial
market assessments required a significantly more in-depth market
analysis. The subsequent market analysis indicated that there was
sufficient strength in the local real estate market to warrant
marketing the property with specified conditions . Among the
conditions suggested was a Request for Qualifications, prior to
requesting developer proposals .
On October 3, 1995 the Redevelopment Agency designated BRIDGE
Housing Corporation/The Martin Group/Holliday Development as the
developer for Area 4 at the Pleasant Hill BART Station. This
additional $7, 000 will enable the Agency to work with SKMG and
complete negotiations with the developer in order for a project to
proceed.
