RECOMMENDED ACTION: RECEIVE the results of the Comprehensive Grant Program(CGP)Monitoring Review conducted on August 14, 1995 by Kevin Greene,Construction Analyst,U.S.Department of Housing and Urban Development,California State Office, San Francisco. II. FINANCIAL IMPACT: None at this time. III. REASONS FOR RECOMMENDATIONBACKGROUND On August 14, 1995,the Kevin Greene,Construction Analyst for the U. S.Department of Housing and Urban Development,California State Office, San Francisco,conducted a review of the Housing Authority's modernization . program; On October 23, 1995 the Housing Authority of the County of Contra Costa received the results of that review. The purpose of the monitoring review was to determine whether the Housing Authority of the County of Contra Costa administers its Comprehensive Grant Program in accordance with the applicable statues,regulations and other program requirements. This review focused on the modernization in progress at our Los Arboles development, CA011008,Oakley. There were no findings made during the review. Comprehensive Grant Program (-CGP) Monitoring Review This transmits the results of the monitoring review of your Authority's modernization program which was conducted by Kevin Greene; Construction Analyst, on August 14, 1995 . The purpose of the monitoring was to determine whether the. Contra Costa Housing Authority (PHA) administers its_.Comprehensive- Grant Program; in:' �ecor.dance. with .: applicable :.. statutes , ` regulations and -other._ program requirements. The . review focused on your modernization progress at the at the Los Arboles . development . and your obligation and drawdown of program funds. There were no findings made during the review. ourcommentsare as follows: Project:.No:._. .CG.P -.92-5701: . In fiscal year 1993 , you obligated $1, 405, 000 to comprehensively modernize the Los Arboles development. Review .of the modernization documents revealed that competitive contract bidding was conducted on November 4 , 1993 , and W. A. Thomas Company, Inc. was awarded the construction contract. Inspection of the development found that all modernization work has been completed and the contractor ' s craftsmanship reflected a high quality standard. We reviewed your construction documents (plans and specifications) and found them to be consistent with the completed modernization- work. Authority approved change orders, totaling $72 , 339 . 00, increased your final modernization costs to $11477 , 339 . 00 . The modernization work involved complete remodeling of the kitchens and bathrooms, re-roofing, replacement of doors and windows, handicapped accessibility improvements, new flooring, asbestos abatement and site improvements. During our site inspection, no deficiencies were found. - .. .. - Modernization Progress: We reviewed your implementation project schedules and drawdown . requisitions to determine whether suff-icient - progress is ,being made to complete yourmodernization work and to identify problems that may affect project scheduling. Specifically, we discussed with your staff HUD's funding rescissions and the impact it will have on modernization projects under your five-year-plan. In order to close out CIAP 913 , please prepare and submit final closeout documents in accordance with the guidelines under HUD Handbook 7485 ..1 REV 4 .
