FROM: GUS KRAMER, Assessor ' ' Costa By: Stephen Dawkins, Chief of Standards a' County DATE: November I,7, 1995 r ' ii SUBJECT: ' Expansion of the Land Information Steering Committee to include voting representation from the Departments of Auditor, ITreasurer/ Tax Collector and Clerk-Recorder. R SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Expand the existing Land Information Steering Committee to include voting representation from the Departments of Auditor, Treasurer/Tax Collector and Clerk-Recorder. FISCAL IMPACT No impact until the 1996-1997 fiscal year. Undeterminable. BACKGROUND/REASONS FOR RECOMMENDATIONS In 1982, the Board of Supervisors authorized the development of the Land Information System. A steering committee represented by the Assessor, Building Inspector, Planning, Public Works and Data Processing coordinated the implementation of the system. Prompted by the need to make the LIS able to process dates in and beyond the year 2000, the land information system as we know it, must be redone. The alternatives faced by the committee are: buy a canned commercial system; utilize a system from I another county; or build a new system from scratch. The current Land Information Steering Committee unanimously desires to expand the committee in order, to facilitate communications between the'major departments involved with land and property data. Te Auditor, Tax-Collector and Clerk-Recorder unanimously want to become part of the new Land Information System. All departments involved feel the County and its citizens will be better served11,by expanding the committee to meet the';challenges faced in solving the year 2000 LIS database problem. NEGATIVE IMPACT jl Currently, all the above stated departments, share each other's information. It is important that all the Departments work together to develop an integrated system compatible with other department's electronic communication systems. Because of the interdependency of data such as ownership of property and tax data, it is imperative that the Auditor, Treasurer/Tax Collector and Clerk Recorder become voting members of the Land Information Steering Committee.
