HomeMy WebLinkAboutMINUTES - 11281995 - C6 CONTRA COSTA COUNTY BOARD OF SUPERVISORS Adopted this Resolution on November 28, 1995 by the following vote: AYES: Sueprvisors Rogers, Smith, DeSaulnier, Torlakson, Bishop NOES: None ABSENT: None RESOLUTION NO. 95/564 SUBJECT: Application for Surface.Transportation Program Funding for 1995 Multimodal Projects. Project No. 0676-6P1049. Whereas, the Intermodal Surface Transportation and Efficiency Act of 1991 (ISTEA) (Public Law 102-240, Dec. 18, 1991) created Surface Transportation Program (23 U.S.C. s133); and Whereas, the new Federal Reauthorization may continue the Surface Transportation Program; and Whereas, pursuant to the ISTEA, and the regulations promulgated thereunder, eligible project sponsors wishing to receive Surface Transportation Program grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization (MPO), for review and inclusion in the MPO's Transportation Improvement Program (TIP); and Whereas, the Metropolitan Transportation Commission (MTC) is the MPO for the San Francisco Bay region; and Whereas, Contra Costa County is an eligible project sponsor for Surface Transportation Program funds; and Whereas, Contra Costa County wishes to submit a grant application to MTC for funds from the Surface Transportation Program in fiscal year 1995 for the following projects: A) Widen State Route 4 in the Oakley area to four lanes with raised median from Second Avenue to the Contra Costa Canal crossing B) Construct two lane extension of Cummings Skyway in the Rodeo/Crockett area from Highway 80 to San Pablo Avenue. C) Widen San Pablo Dam Road for dual left turn lane from Tri Lane to Stanley Lane and resurface San Pablo Dam Road from Castro Ranch Road to the Richmond city limits in the EI Sobrante area. D) Restripe San Pablo Avenue from the Unocal entrance to Vista del Rio in the Rodeo/Crockett area to create vehicle climbing lanes and bicycle lanes. E) Widen Byron Highway at Byron Hot Springs Road and Holey Road in the east County area to create left turn pockets and deceleration lanes. RESOLUTION NO. 95/ 564 a Application for Surface Transportation Program Funding for 1995 Multimodal Projects November 29, 1995 Page 2 Whereas, MTC requires, as part of the application, a resolution stating the following: 1) The commitment of necessary local matching funds (at least 20% for bicycle and pedestrian projects, and at least 11.5% for all other projects); and 2) That the sponsor understands that the Surface Transportation Program funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with Surface Transportation Program funds; and 3) The assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP. Now, therefore, be it resolved, by the Board of Supervisors of Contra Costa County that the Contra Costa County Public Works Director is authorized to execute and file an application for funding of the following projects under the Surface Transportation Program of the ISTEA: Surface Transportation Proeect Title Program Funding Local Funding A) State Route 4 Widening $4,500,000 $1,556,000 B) Cummings Skyway Extension $2,655,000 $ 4,000,000 C) San Pablo Dam Road Widening $ 790,600 $ 102,700 Road Rehabilitation D) San Pablo Avenue Improvements $ 117,700 $ 15,300 E) Byron Highway Left Turn $ 556,000 $ 100,600 Channelization Be it further resolved, that the Contra Costa County Board of Supervisors by adopting this resolution does hereby state that: 1) Contra Costa County will provide the above listed amounts in local matching funds for each project; and 2) Contra Costa County understands that the Surface Transportation Program funding for each project is fixed at the above listed amounts, and that any cost increases must be funded by Contra Costa County from local funds and that Contra Costa County does not expect any cost increases to be funded with Surface Transportation Program funds; and 3) The listed projects will be built as described in this resolution and, if approved, as programmed in the MTC Transportation Improvement Program (TIP). RESOLUTION NO. 95/__264 Application for Surface Transportation Program Funding for 1995 Multimodal Projects November 29, 1995 Page 3 Be it further resolved, that a copy of this resolution will be transmitted to MTC in conjunction, with the filing of the application; and Be it further resolved, that MTC is requested to support the application for the project described in the resolution and to program the project, if approved, in MTC's TIP.
