SUBJECT: AUTHORIZE COUNTY PURCHASING SERVICES OFFICER TO SIGN THE AGREEMENT FOR THE
COMMUNITY DEVELOPMENT DEPARTMENT

RECOMMENDATIONS
Authorize the Contra Costa County Purchasing Services Officer to sign the
following service contract identified below:
1. Service contract .with Edy Zwierzycki for contract employee Planner
services for an' additional amount of $2, 108 . 70, raising the cap to
$27, 098 . 70 . The additional service contract term- is effective
October 1, 1995 through December 31, 1995.
FISCAL IMPACT
None. All costs are supported by application fee (s) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department employs contract-employee planners
and has done so during the economic recession. The Department will
continue this practice until the economy improves and stabilizes. During
this period, some contract-employee planners will exceed the $25, 000
level or a rolling twelve (12) month period when an amendment or new
contract is recommended. Contracts are normally for a period of six
months .
The above named contract-employee has gained value experience and this
experience is in continued need at this time..

3. Amendment Date. The effective date of this Contract Amendment is November 1,1995.
4. Amendment Specifications. The Contract identified above is hereby amended as set
forth in the Amendment Specifications attached hereto which are incorporated
herein by reference.
5. Extension of Term. The term of the above described contract between the parties hereto
is hereby extended from October 1, 1995 to December 30. 1995, unless sooner terminated
as provided in said contract.
6. Payment Limit Increase. The payment limit of the above described Contract between the
parties hereto is hereby increased by $2,108.70, from $24,990.00 to a new total
Contract Payment Limit of $27,098.70.

AMENDMENT SPECIFICATIONS
1. Incase the contract amount by an additional $2,108.70 bringing the
cumulative total to $27,098.70.
2. Increase the hourly rate from S15.00 to 921.39.
