APPROVAL OF APPLICATION TO PROVIDE' STATE PRESCHOOL PROGRAM IN
CONTRA COSTA COUNTY FOR FISCAL YEAR 1995-96
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or her designee to respond to a
Request for Applications by the California Department of Education to provide an additional
center-based State Preschool Program in Contra Costa County commencing January 1, 1996,
through June 30, 1996. The maximum reimbursable amount for the program will be $71,506.
II. FINANCIAL XMPACT:
The amount of funds being requested in this Application is $71,506. If the application is
successful, funds awarded will be added by Appropriation Adjustment to the Department's 1995-96
County budget, No County funds are required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Department's Child Development Division received a Request for Applications from the
California Department of Education on May 25, 1995, requesting applications to provide a center-
based State preschool Program in the Contra Costa County. On June 20, 1995 the Community
Services Department received Board approval to respond to the Request for Applications. The State
has since requested that the County's application be revised to establish a center-based State
Preschool Program in locations not limited to the City of Brentwood.
The successful applicant will serve approximately 35 full time equivalent subsidized children ages
three to five. years old, operating classes a minimum of three (3) hours per day. The annual
maximum reimbursable amount of the contract will be $71,506.

NARRATIVE STATEMENT FORMAT
Approval of Application to Provide State Preschool Program in Contra Costa County for
Fiscal Year 1995-96
1. PROJECT/PROGRAM TITLE.
State Preschool Application (new)
2. FUNDING AGENCY.
California Department of Education/Child Development Division will provide 100
percent of the funding for this project.
3. SUBMITTAL STATUS.
This is the initial request for this funding. If successful, the monies will be rolled into
our other directly funded State Preschool Contract.
4. PROPOSED TERM.
January 1, 1996 through June 30, 1996. If awarded, the contract emerging from this
application will continue to be renewed annually until either the County or the State
decides to terminate it.
'5. CURRENT FUNDING.
If successful, this application will result in a contract for $71,506 annually. No County
match or in-kind match is required. Additional dollars will be generated by
reimbursement for food services for the children. It is estimated that approximately
$8,300 will be earned in meals reimbursement. All funding will come from the State
and/or Federal Government.
6. FUTURE FUNDING.
Future funding for Child Development programs is under the Proposition 98 funding
umbrella. State Preschool will be funded continuously as is the Kindergarten through
12th grade public school program. The County will be refunded contingent upon
compliance with quality standards and contract funding terms and conditions.
7. BUDGET SUMMARY.

8. STAFFING REQUIREMENTS.
One additional Child Development Head Teacher and two additional Teacher Assistants
will be needed. The project will share administrative staff on a prorated basis with

other State Preschool programs already operated by the Department.
9. PROGRAM NEED.
Only 20.6 percent of Contra Costa County children eligible for State Preschool
programs are funded for service. There are approximately 4,462 children who are
eligible for enrollment in State Preschool that do not receive services. In most
California counties, State Preschool programs are operated by Local School Districts or
County Offices of Education. In Contra Costa County, only three of the many school
districts and the College District contract to provide for State Preschools. The
Department, with 15 classes, is the largest administrator of State Preschools in the
County.
10. RELATIONSIIIP TO OTHER PROGRAMS.
This project will fold into the operation of our directly funded State Preschool project
and share its supervisor and support staff. It will assist in supporting current programs
by permitting the.Department to prorate administrative costs over 80 slots rather than
50, as is the case in the current. direct contract program. This project increases the
efficient use of Child Development Division dollars and supports the child care and
development needs of parents in job training. Without these programs, additional
County families would be at risk of receiving Aid to Families with Dependent Children
and/or other public services.
11. PROJECT GOALS.
The goal of State Preschool projects is to provide funding for quality child care and
development centers for young children that enable eligible parents to work or attend
training, promoting family self-sufficiency and providing educationally appropriate
child development activities which develops healthy children for success in later
schooling.
12. STATED OBJECTIVES.
• Maintain the operation of nine child care and development centers.
• Maintain the structure that supports collaboration between the College District and
the other five delegate agencies providing child.development services.
• Maintain coordination, collaboration, and integration of services among the
Department, other County Departments, and other agencies in the County and State
serving low-income families and children.
13. ACTIVITY SUMMARY.
These contracts provide funds for the operation of nine general child care and State
Preschool Centers. General child care programs provide child development services 11
hours per day, 251 days per year. State Preschool provides child development services
three hours per day, 175 days annually. In total, 1050 children of income-eligible

families are served. The State Department of Education mandates these programs
provide an educational environment, staffed with trained instructors to assist with the
positive development and support of children and their parents' efforts for self-
sufficiency.
14. EVALUATION METHOD(S).
This program is evaluated annually through Self-Review using the Exemplary Program
Standard as required by the State Department of Education. Once every three years, the
programs are monitored by the State Department of Education for quality of service
and contract compliance. Fiscal management and contract compliance is evaluated
annually through an external audit conducted by an independent certified public
accountant.
15. POTENTIAL CONTROVERSIAL ISSUES.
In the past five and a half years of County operation, Child Development Division
programs within the Community Services Department have raised no public
controversy. The Department does not foresee any controversy. Four Children's
Centers have been in continuous operation for over 50 years. The Department predicts
controversy only if funding were discontinued.
