Proposal to the City of Concord requesting funding of Homeless Shelter Program for Single Adults
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)do BACKGROUND AND JUSTIFICATION
L RECOMMENDATIONS:
A. ADOPT A RESOLUTION supporting a request for $25,000 to the City of Concord for CDBG
funding to provide operating assistance for the homeless shelter program at the Central County
Shelter in Concord.
B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
execute and transmit an application along with the necessary certifications and assurances to the City
of Concord Department of Community Development, Housing and Community Services Division
requesting CDBG funds for the County's homeless shelter program for single adults at the Central
County Shelter.
C. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
accept any CDBG grant and to enter into a contract with the City. of Concord Community
Development Department, and to perform any and all responsibilities in relationship to such
contract.
II. FISCAL IMPACT:
The$25,000 being requested in the City of Concord CDBG application is necessary for program operations
at the Central County Shelter. Anticipated County funds and grant monies for the homeless shelter program
will not cover shelter operations for the entire fiscal year. Concord CDBG funds are needed for the County
to operate its homeless shelter program at the Central County Shelter twelve months a year.
III. BACKGROUND/REASONS FOR RECOMMENDATIONS:
The City of Concord and the Community Services Commission have issued a request for proposals for
Community Development Block Grant (CDBG) funding for FY 1996-97. The CDBG program, sponsored
by the U.S. Department of Housing and Urban Development(HUD)is a primary source of funds for the City
of Concord's community development and housing programs, including public or human service activities
that benefit low income residents of the City of Concord. The City will also provide funding from its General
Fund and Child Care Developers' Fee Fund. The Health Services Department is seeking funds to support
emergency shelter and support services for homeless adults at the Central County S Iter and enable the
County to operate this shelter at capacity on a year round basis. o

In the matter of Resolution No. 95/ 576
resolution approving the
Application for City of Concord
Community Development Block Grant Funds/
WHEREAS, the City of Concord, Department of Housing and Community Services has issued a
Request for Proposals for Fiscal Year 1996/97; and,
WHEREAS, the Board of Supervisors of the County of Contra Costa does hereby resolve that on
November 28, 1995 the Board reviewed the application, entitled Request for CDBG Funding for the
Operation of the Central County Homeless Shelter, submitted to the City of Concord for
consideration for Fiscal Year 1996/97 and, furthermore, the Board in a proper motion and vote
approved this application for submission; and,
WHEREAS, if the Health Services Department receives a grant from the City of Concord for the
operation of the Central County Shelter, it certifies that all uses of the funds will be in compliance
with the City of Concord and the regulations of the CDBG program; and,
WHEREAS, the County of Contra Costa is a political subdivision of the State of California
organized and existing under the laws of the State of California, and has complied with all applicable
laws and regulations:
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Board of Supervisors of the County of Contra Costa hereby authorizes the Director of
the Health Services Department to apply for and accept the grant in the amount of not more
than the maximum amount permitted by law nor less than $-O- to enter into a contract and
any amendment thereto with the City of Concord to perform any and all responsibilities in
relationship to the contract.
2. If the application authorized by this resolution is approved as a multi-agency application, the
Director of Health Services or his designee is authorized to and will execute contracts and
other documents necessary to implement its responsibilities as a lead agency under the
contract.
3. If the application authorized by this resolution is not approved as an application by a
participating agency under a subcontract with a lead agency, the Director of Health Services
or his designee is authorized to and will execute such subcontracts and other documents
necessary to implement responsibilities as a participating agency under the contract.
