SUBJECT: Application for Grant Funds from the Transportation Enhancement Activities(TEA)
Program to the California Department of Transportation for the Rodeo Creek Trail
Project Phase H. Intermodal Connection.
Whereas, Contra Costa County has legal authority to nominate transportation enhancement
activities and to finance, acquire and construct the proposed project; and
Whereas, Contra Costa County will maintain and operate the developed property for the life
of the resultant activity; and
Whereas, Contra Costa County will give the California Department of Transportation's
representative access to and the right to examine all records,books,papers, or documents related to
the transportation enhancement activity; and
Whereas, Contra Costa County will cause work on the project to be commenced within a
reasonable time and after receipt of notification from the State that funds have been approved by the
Federal Highway Administration and that the project will be carried to completion with reasonable
diligence; and
Whereas, Contra Costa County will comply, where applicable, with provisions of the
California Environmental Quality Act,the National Environmental Policy Act,the Americans with
Disabilities Act, the Secretary of the Interior's Standards and Guidelines for Archaeology and
Historic Preservation, and any other federal, state and or local laws, rules and/or regulations; and
Whereas, Contra Costa County wishes to submit a Transportation Enhancement Activities
(TEA) grant application to the California Department of Transportation on behalf of the Citizens
Advisory Committee for County Service Area R-10 for Phase H.• Rodeo Creek Trail Proiect:
Intermodal Connection in the amount of$171,761.00 and will utilize the following matching funds
for implementation of the entire project secured from; 1) the California State Department of
Transportation, Environmental Enhancement and Mitigation Program, (EEM) in the amount of
$152,065, 2)East Bay Regional Park District's Local Grant Program(Measure AA) in the amount
of$175,078.80, and, 3) The Trust for Public Land in the amount of$25,000
NOW THEREFORE BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA
COSTA COUNTY:
1. APPROVES the filing of an application for the Transportation Enhancement
Activities grant assistance.
2. CERTIFIES said applicant will make adequate provisions for operation and
maintenance of the project.
3. APPOINTS J.Michael Walford,Public Works Director,as agent of the Contra Costa
County Public Works Department to conduct all negotiations,execute and submit all
documents, including, but not limited to applications, agreements, amendments,
payment requests and so on, which may be necessary for the completion of the
aforementioned project.
