3. APPOINT to one of the education seats on the Economic Development Committee
for a two year term ending November 15, 1997:

Committee for a two year term ending November 15, 1997:

5. AGREE to have the above members of the Economic Development Committee
serve on an emergency basis in order to begin the process of reviewing
applications for Community Development Block Grant "Economic Development "
funds, while the balance of the Committee is being recruited.
6. DIRECT staff from the Community Development Department to undertake a new
publicity and recruitment effort designed to recruit more applicants for the Economic
Development Committee and forward the additional applications to the 1996
Internal Operations Committee for interviews and additional recommendations to
the Board of Supervisors designed to complete filling the seats on the Committee
as quickly as possible and for this purpose REFER this matter to the 1996 Internal
Operations Committee.
BACKGROUND:
On June 27, 1995, the Board of Supervisors sunsetted the existing Housing and
Community Development Advisory Committee and replaced it with an Affordable Housing
Finance Committee and a new Economic Development Committee made up as follows:
One labor representative
Two education representatives
Two small business representatives
One special district/utility representative
One banking/finance representative
One job training representative
One community-based organization representative
The Community Development Director was directed to solicit nominations for the various
seats on the Economic Development Committee and return to the Internal Operations
Committee with recommendations for appointment to the Committee or for a process for
selecting members for the Committee. It was noted that appointees should have an
expressed interest and/or background in economic development and reflect diversity with
respect to ethnicity, gender and geographic balance.
Our Committee met with staff from the Community Development Department on November
6, 1995 and reviewed the applications that have been received from four individuals for
the nine seats on the Economic Development Committee.

It is essential that we begin the process of reviewing the applications for funding from the
Community Development Block Grant, despite the fact that all seats on the Committee
have not yet been filled. We are willing to have the four identified individuals begin this
review process with the clear understanding that this review is being undertaken on an
emergency basis only. We believe that a more extensive recruitment effort needs to be
undertaken in an effort to generate more applications for the remaining seats on the
Committee, particularly from small businesses in the West County area. Only then will we
feel comfortable that the Committee is truly representative of the various interests in the
County which need to be included in order to meaningfully discuss economic development
in the County.

SUBJECT: APPOINT, ENTS TO THE ECONOMIC DEVELOPMENT COMMITTEE
BACKGROUND
On June 19,1995, the Board of Supervisors approved creation of a economic development
committee. The purpose of this Committee is to work with the Community Development
Department to develop recommendations to the Board concerning the allocation of
Community Development Block Grant (CDBG) funds among eligible economic
development projects. Also, the Committee is to act as a policy advisory body to the Board
on related economic development matters.
As established by the Board, the Economic Development Committee is to consist of nine
members, to be nominated by the Internal Operations Committee (IOC), representation is
as follows:
One labor representative
Two education representatives
Two small business representatives
One special district/utility representative
One banking finance representative
One job training representative
One community-based organization representative
COMMUNITY REPRESENTATIVES
The Community Development Department was directed to solicit nominations for the
Committee seats. The Department issued a press release announcing the positions in
August and has contacted representatives of community groups and other jurisdictions
to identify potentially interested, qualified individuals. The following individuals have
expressed an interest and are recommended for nomination to the Economic Development
Committee:
• Mark Gallegos - employed by Pacific Bell and representing a public utility
• Baji Majette-Daniels, Ed.D. - employed by Contra Costs Community College -
representing education
• Kathleen B. Perkins, attorney- representing small businesses
Terry Shoaff, employed by Diablo Valley College - representing education
STAFF RECOMMENDATIONS
To establish the committee with four members in order to proceed with this year's CDBG
applications in a timely manner.
Continue to solicit for members to fill vacancies for remaining positions.
At this time establish a term of two years for membership on the Economic Development
Committee.
